Title

Calling on the Committee of Health and Human Services to conduct a hearing regarding the efficacy and impact of recovery homes and transitional housing and to gather input from all stakeholders, including members of affected communities, representatives from recovery homes and transitional housing, and from those in recovery, to better understand the challenges and concerns from all perspectives.

 

Body

WHEREAS, There has been a significant effort to connect individuals suffering from substance use disorder to long-term treatment and housing. The City of Philadelphia and the Commonwealth of Pennsylvania must take a collaborative approach, involving various stakeholders such as the Department of Health, the Department of Human Services, and the Department of Licenses and Inspections, to ensure the well-being and effective recovery of individuals in recovery homes and transitional housing, as well as the safety of surrounding communities; and

 

WHEREAS, There is empathy and support for individuals seeking recovery, as well as legitimate concerns regarding treatment quality and the impact on the quality of life for residents in neighborhoods where these homes are located; and

 

WHEREAS, The current system in place does not provide adequate oversight. There exists a need for greater regulation, oversight, and support to ensure the quality of care provided in these recovery homes, as well as measures to address the impact on surrounding communities. By working together and fostering a supportive environment, we can improve these systems; now, therefore, be it

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That a hearing be convened and efforts be made to improve regulation and policing in the vicinity of transitional housing and recovery homes to address any negative impacts on the surrounding area.

 

FURTHER RESOLVED, That strategies be developed to ensure that individuals in recovery receive the quality care and support they need while also mitigating any adverse effects on the neighborhoods where they are placed.

 

FINALLY RESOLVED, That this Resolution be communicated to relevant authorities and agencies for consideration and action in accordance with the outlined principles.
