Amending Title 4 of The Philadelphia Code, entitled The Philadelphia Building Construction and Occupancy Code, by adopting the 2009 Pennsylvania Uniformed Construction Code through adoption of the 2009 edition of certain International Codes as published by the International Code Council, with amendments thereto, all under certain terms and conditions.

SECTION 1. For the purposes of this ordinance, the provisions of subsection 1-105(1) of The Philadelphia Code shall not apply. Additions to the Code made by this ordinance are set forth herein in Bold. Deletions from the Code made by this ordinance are set forth herein in Strikethrough.

B-422.1 B-425.1 Scope. This Section shall apply to any Family Child Day Care Facility, defined for purposes of this Section to include any facility that is covered by either Section B-420.1.1 B-425.1.1 or Section B-422.1.2 B-425.1.2. Family Child Day Care Facilities shall be regulated as specified in Sections B-420.1.1 through B-420.6.2 B-425.1.1 through B-425.6.2.
B-422.1.1 B-425.1.1 Not within an R-3 occupancy. A facility that is not located within and accessory to a one- or two-family dwelling in which child day care services are provided for five or fewer children for periods of less than 24 consecutive hours is classified as a Family Child Day Care Facility. Such facilities shall be operated in accordance with The Philadelphia Code and Sections B-420.2 through B-422.4 B-425.2 through B-425.4. Additionally, such a Family Child Day Care Facility shall conform to the requirements of the occupancy group in which the Family Child Day Care Facility is located.

B-905.4 Location of Class I standpipe hose connections. Class I standpipe hose connections shall have 2 1/2 inch (64 mm) male National Hose standard threads and shall be provided in all of the following locations:
1. In every required stairway, a hose connection shall be provided for each floor level above or below grade. Hose connections shall be located at an intermediate floor level landing between floors, unless otherwise approved by the [building official] [fire code official] Fire Department.
Where a building contains stairways in addition to the required exit stairways, the additional stairways are subject to this Section where they meet the criteria for exit stairways, including the exit discharge criteria. Where an additional stairway discharges in accordance with Section B-1023.1 B-1026.1, it is subject to the provisions of this Section.

SECTION B-907 FIRE ALARM AND DETECTION SYSTEMS
B- 907.1 General. This section covers the application, installation, performance and maintenance of fire alarm systems and their components.
B- 907.1.1 Construction documents. Construction documents for fire alarm systems shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of this code, the International Fire Code, and relevant laws, ordinances, rules and regulations, as determined by the [fire] code official.

B-907.2.1 Group A. A manual fire alarm system shall be installed in accordance with NFPA 72 in all Group A occupancies having an occupant load of 300 or more and in all Special Assembly Occupancies. Portions of Group E occupancies occupied for assembly purposes shall be provided with a fire alarm system as required for the Group E occupancy.
B-907.2.1 Group A. A manual fire alarm system that activates the occupant notification system in accordance with Section B-907.5 shall be installed in Group A occupancies having an occupant load of 300 or more and in all Special Assembly Occupancies. Portions of Group E occupancies occupied for assembly purposes shall be provided with a fire alarm system as required for the Group E occupancy.
Exceptions:
1. Manual fire alarm boxes are not required where the building is equipped throughout with an automatic sprinkler system and the alarm notification appliances will activate upon sprinkler water flow.
1. Manual fire alarm boxes are not required where the building is equipped throughout with an automatic sprinkler system installed in accordance with Section B-903.3.1.1 and the occupant notification appliances will activate throughout the notification zones upon sprinkler waterflow.

B-907.2.1.3 2 Special Assembly Occupancies. In Special Assembly Occupancies, a shut-off (shunt trip) device shall be provided to automatically shut off electricity to circuits controlling audio equipment in the facility upon activation of the fire alarm system or automatic sprinkler system.

B-907.2.3 Group E. A manual fire alarm system shall be installed in Group E occupancies. A manual fire alarm system that activates the occupant notification system in accordance with Section B-907.5 shall be installed in Group E occupancies. When automatic sprinkler systems or smoke detectors are installed, such systems or detectors shall be connected to the building fire alarm system.
Exceptions:
1. Group E occupancies with an occupant load of less than 50, A manual fire alarm system is not required in Group E occupancies with an occupant load of less than 50, where interconnected smoke alarms are installed in accordance with Section B-907.2.10 and a minimum of one smoke alarm is installed in each classroom or child care room.
B-907.2.5 Group H. A manual fire alarm system shall be installed in Group H[-5] occupancies [and in occupancies used for the manufacture of organic coatings]. An automatic smoke detection system that activates the occupant notification system shall be installed for highly toxic gases, organic peroxides and oxidizers in accordance with Chapters 37, 39 and 40, respectively, of the International Fire Code.
B-907.2.6 Group I. A manual fire alarm system and an automatic fire detection system shall be installed [in] throughout Group I occupancies except as modified by Sections B-907.2.6 through B-907.2.6.2.3. An electrically supervised, automatic smoke detection system shall be provided in waiting areas that are open to corridors.

B-907.2.9 Group R-2. A manual fire alarm system shall be installed in Group R-2 occupancies [where:
1. Any dwelling unit or sleeping unit is located three or more stories above the lowest level of exit discharge;
2. Any dwelling unit or sleeping unit is located more than one story below the highest level of exit discharge of exits serving the dwelling unit or sleeping unit; or
3. The building contains more than 16 dwelling units or sleeping units].
B-907.2.9 Group R-2. Fire alarm systems and smoke alarms shall be installed in Group R-2 occupancies as required in Sections B-907.2.9.1 and B-907.2.9.2.
B-907.2.9.1 Manual fire alarm system. A manual fire alarm system that activates the occupant notification system in accordance with Section B-907.5 shall be installed in Group R-2 occupancies [where:
1. Any dwelling unit or sleeping unit is located three or more stories above the lowest level of exit discharge;
2. Any dwelling unit or sleeping unit is located more than one story below the highest level of exit discharge of exits serving the dwelling unit or sleeping unit; or
3. The building contains more than 16 dwelling units or sleeping units].

B-907.2.10.1.2 B-907.2.11.2 Groups R-2, R-3[,] and R-4 [and I-1]. Single- or multiple-station smoke alarms shall be installed and maintained in Groups R-2, R-3[,] and R-4 [and I-1] regardless of occupant load at all of the following locations:

SECTION B-913 B-916 PRIVATE FIRE HYDRANTS
B-913.1 B-916.1 Fire hydrants. Fire hydrants installed on private property shall be located and installed in accordance with Section F-508.5 F-507.5 of the Philadelphia Fire Code and as directed by the Fire Department. Hydrants shall be Philadelphia Standard as specified by the Water Department. Hydrants shall not be installed on a water main less than 6 inches (152 mm) in diameter.

5.6 Where an elevator lobby is separated from the remainder of the floor by partitions and doors and where the elevator lobby does not provide access to the required exits, the doors in the lobby partitions are permitted to be locked from the lobby side provided the doors conform to Section B-1008.1.3.4 B-1008.1.4.4 or Section B-1008.1.8.6 B-1008.1.9.7 with or without delayed locking arrangement.

B-1008.1.8.7 B-1008.1.9.10 Stairway doors. Interior stairway means of egress doors shall be openable from both sides without the use of a key or special knowledge or effort.

B-1009.3 Stair treads and risers. Stair riser heights shall be 7 inches (178 mm) maximum and 4 inches (102 mm) minimum. Stair tread depths shall be 11 inches (279 mm) minimum. The riser height shall be measured vertically between the leading edges of adjacent treads. The tread depth shall be measured horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle to the tread's leading edge. Winder treads shall have a minimum tread depth of 11 inches (279 mm) measured at a right angle to the tread's leading edge at a point 12 inches (305 mm) from the side where the treads are narrower and a minimum tread depth of 10 inches (254 mm).

In Group R-3 occupancies; within dwelling units in Group R-2 occupancies; and in Group U occupancies that are accessory to a Group R-3 occupancy or accessory to individual dwelling units in Group R-2 occupancies; the maximum riser height shall be [7.75] 8.25 inches ([197] 210 mm); the minimum tread depth shall be [10] 9 inches ([254] 229 mm); the minimum winder tread depth at the walk line shall be 10 inches (254 mm); and the minimum winder tread depth shall be 6 inches (152 mm). B-1009.4.2 Riser height and tread depth. Stair riser heights shall be 7 inches (178 mm) maximum and 4 inches (102 mm) minimum. The riser height shall be measured vertically between the leading edges of adjacent treads. Rectangular tread depths shall be 11 inches (279 mm) minimum measured horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle to the tread's leading edge. Winder treads shall have a minimum tread depth of 11 inches (279 mm) measured between the vertical planes of the foremost projection of adjacent treads at the intersections with the walk line and a minimum tread depth of 10 inches (254 mm) within the clear width of the stair.

The construction documents shall provide details of the exterior wall envelope as required, including flashing, intersections with dissimilar materials, corners, end details, control joints, intersections at roof, eaves, or parapets, means of drainage, water-resistive membrane, and details around openings.
The construction documents shall include manufacturer's installation instructions that provide supporting documentation that the proposed penetration and opening details described in the construction documents maintain the weather resistance of the exterior wall envelope. The supporting documentation shall fully describe the exterior wall system that was tested, where applicable, as well as the test procedure used.

Walkways shall be provided with a durable walking surface. SECTION E-101 GENERAL Reserved.
E-101.1 Title. These provisions shall be known as the Philadelphia Electrical Code and shall be cited as such and will be referred to herein as "this code".
E-101.2 Purpose. The purpose of this code is to provide minimum standards to safeguard life or limb, health, property and public welfare by regulating and controlling the design, construction, installation, quality of materials, location, operation, and maintenance or use of electrical systems and equipment.

E-101.4 Administrative provisions. This code contains those provisions that are unique to the administration of electrical matters under the Philadelphia Building Construction and Occupancy Code. All other administrative provisions applicable to the regulation of electrical matters are as set forth in the Administrative Code.

E-701201.1.1 Agency inspection. The code official is authorized to accept a certification from a licensed Electrical Inspection Agency as evidence of compliance with this code NFPA 70 and applicable provisions of Subcode B of this Title 4 in lieu of inspections by the code official.
E-701201.1.2 Responsibility. It shall be the responsibility of the licensed electrical contractor to arrange for inspections of electrical work. A minimum of 24 hours advance notice shall be given for inspections. Arrangements for final inspections shall be made within five days of completion of the work.

E-1202.8301.1 Existing installations. Emergency and standby electrical systems shall be maintained, operated and tested in accordance with the provisions of this code, the Philadelphia Fire Code and the regulations adopted pursuant thereto.

E-1202.16301.2 Smoke alarm interconnection. Where more than one smoke alarm is required to be installed within an individual dwelling unit or sleeping unit in Group R-2[,] or R-3, [or] throughout Group R-4, R-2 or R-3, throughout Group R-4, or within an individual sleeping unit in Group R-1, the smoke alarms shall be interconnected in such a manner that the activation of one alarm will activate all of the alarms in the individual unit or throughout the Group R-4 or throughout the Group R-4. The alarm shall be clearly audible in all bedrooms over background noise levels with all intervening doors closed.

EB-1301.2 * * *
EB-1301.2.2 Partial change in occupancy. Where a portion of the building is changed to a new occupancy classification, and that portion is separated from the remainder of the building with fire barrier wall assemblies having a fire-resistance rating as required by Table B-508.3.3 of the International Building Code or Section R-R317 of the International Residential Code for the separate occupancies, or with approved compliance alternatives, the portion changed shall be made to conform to the provisions of this Section , Section B-903 "Automatic Sprinkler Systems" and Section B-905 "Standpipe Systems" of the Philadelphia Building Code.
Where a portion of the building is changed to a new occupancy classification and that portion is not separated from the remainder of the building with fire separation assemblies having a fire-resistance rating as required by Table B-508.3.3 of the International Building Code or Section R-R317 of the International Residential Code for the separate occupancies, or with approved compliance alternatives, the provisions of this section , Section B-903 "Automatic Sprinkler Systems" and Section B-905 "Standpipe Systems" of the Philadelphia Building Code which apply to each occupancy shall apply to the entire building. Where there are conflicting provisions, those requirements which secure the greater public safety shall apply to the entire building or structure.

CHAPTER 14
CONSTRUCTION SAFEGUARDS
SECTION EB-1401 GENERAL

EB-1401.6 Protection of pedestrians. Pedestrians shall be protected during construction and demolition activities as required by Sections 1401.6.1 through 1401.6.7 and Table 1401.6. Signs shall be provided to direct pedestrian traffic.
EB-1401.6.1 Walkways. A walkway shall be provided for pedestrian travel in front of every construction and demolition site unless the [applicable governing authority] Streets Department authorizes the sidewalk to be fenced or closed. Walkways shall be of sufficient width to accommodate the pedestrian traffic, but in no case shall they be less than 4 feet (1219 mm) in width. Walkways shall be provided with a durable walking surface. Walkways shall be accessible in accordance with Chapter 11 and shall be designed to support all imposed loads and in no case shall the design live load be less than [150] 300 pounds per square foot (psf) ([7.2] 14.4 kN/m2), except that a live load of 150 psf (7.2 kN/m2) may be permitted for buildings less than one hundred feet in height provided there is no storage thereon. The failure to maintain a walkway in accordance with all applicable provisions of this Title may result in revocation of any associated building permits and/or the issuance of a Stop Work Order.
