Amending Title 21 of The Philadelphia Code, entitled “Miscellaneous,” by adding provisions requiring the Department of Records to submit an annual report, entitled “Philadelphia Regulations Codified,” containing all City regulations then in effect, and to publish the report on the City’s official website, and making findings urging the City Administration to promulgate an official codification of City regulations, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

                     SECTION 1. Title 21 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 21-1600. CITY REGULATIONS – ANNUAL REPORT; CODIFICATION

§21-1601.  Annual Report.

(1)                     The Department of Records, in consultation with the Law Department, shall on June 30, 2004 submit to Council a report containing all regulations promulgated by all City agencies and then in effect.  The report shall take the form of an unofficial codification of all City regulations, and shall be entitled “Philadelphia Regulations Codified.”  The Department of Records shall make a copy of Philadelphia Regulations Codified available for public inspection during regular office hours, and shall distribute copies of Philadelphia Regulations Codified to each public library in the City.

(2)                     The Department of Records, in consultation with the Mayor’s Office of Information Services, shall make Philadelphia Regulations Codified available for viewing (in a searchable format) and available for download on the City’s official website at the same time it  is submitted to Council.

(3)                     On June 30, 2005 and each June 30 thereafter, the Department of Records shall submit to Council and distribute to each public library in the City an updated Philadelphia Regulations Codified that incorporates all regulations and amendments newly promulgated since its last such report, and shall, at the same time, publish such updated Philadelphia Regulations Codified on the City’s website in the same manner set forth in subsection (2).

§21-1602.  Findings.

(1)                     Council finds that publishing a single compilation of all City regulations and making such compilation easily accessible to the public is in the best interest of the City and the people and businesses it serves.  Council further finds that the best way to accomplish that goal is to create an official codification of City regulations and to require all City agencies to promulgate all new regulations and amendments to regulations in the form of amendments to that official codification.  Accordingly, Council hereby urges the Administration to promulgate an official “Philadelphia Regulations Codified” in the form and manner suggested by §21-1601.
