Amending Chapter 14 of The Philadelphia Code, entitled “Zoning and Planning,” by defining self-service storage facilities and prohibiting them in certain locations and making related technical changes, all under certain terms and conditions.

(9) Wholesale, Distribution, and Storage Use Category.
This category includes uses that provide and distribute goods in large quantities, principally to retail sales, commercial services, or industrial establishments. Long-term and short-term storage of supplies, equipment, commercial goods, recyclable materials, and personal items is included. The wholesale, distribution, storage subcategories are:

(b) Moving and Storage Facilities.
Uses engaged in the moving of household or office furniture, appliances, and equipment from one location to another, including the temporary storage of those same items. Typical uses include moving companies[ and self-service and mini-storage warehouses] and accessory, non-public storage warehouses used in connection with such operations; accessory storage in this subcategory shall not include the rental or leasing of individual storage units to the general public.
(.1) Self-Service Storage Facilities.
A building or group of buildings, under single ownership or control, containing multiple individual, separately secured storage units intended for lease or rental to the public for storage of personal property. Spaces may not be used for workshops, hobby shops, manufacturing, or similar uses. Human occupancy is limited to that required to transport, arrange, and maintain stored materials. Accessory uses may include on-site office space for management, leasing, and security. Does not issue warehouse receipts or storage documents of title and does not function as a bonded or freight-handling warehouse. Residential occupancy and outdoor storage of vehicles, equipment, or materials are prohibited.

(22) Self-Service Storage Facilities
The following regulations apply to self-service storage facility uses:
(a) Storage Unit Counts.
Unit counts for Self-Service Storage Facilities shall be verified at permit issuance, and changes in storage unit count shall require the issuance of a new use permit. Any subsequent change in the number of storage units that increases the minimum required off-street parking or off-street loading under §14-802 or §14-806 shall require a new zoning permit demonstrating compliance, or an approved adjustment under §14-802(8).
