Title

Approving the redevelopment contract and disposition supplement of the Redevelopment Authority of the City of Philadelphia for the redevelopment and urban renewal of a portion of the South Central Urban Renewal Area, designated as Parcel Nos. 268, 269, 270, 271, 272, 273 274 and also sometimes identified by house numbers and street addresses for Parcel No. 268 as 914-926 South Seventeenth street, for Parcel No. 269 as 1001-1003 South Seventeenth street, for Parcel No. 270 as 1002-1006 South Seventeenth street, for Parcel No. 271 as 1007 South Seventeenth street, for Parcel No. 272 as 1010-1014 South Seventeenth street, for Parcel 273 as 1013-1015 South Seventeenth street and for Parcel 274 as 1019-1033 South Seventeenth street; and authorizing the Redevelopment Authority to execute the redevelopment contract with Universal Community Homes, and to take such action as may be necessary to effectuate the redevelopment contract and disposition supplement.

                                          WHEREAS, The Redevelopment Authority of the City of Philadelphia (hereafter "Redevelopment Authority") has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the South Central Urban Renewal Area, (hereinafter "South Central"), which said plan and proposal were approved by Ordinance of the Council on December 14, 1971 as amended, and

 

                                          WHEREAS, The Redevelopment Authority has prepared a disposition supplement providing, inter alia, for development controls and regulations imposed upon the redeveloper.

 

                                          WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of South Central, designated as Parcel Nos. 268, 269, 270, 271, 272 and 273 also sometimes identified by house numbers and street addresses for Parcel No. 268 as 914-926 South Seventeenth street, for Parcel No. 269 as 1001-1003 South Seventeenth street, for Parcel No. 270 as 1002-1006 South Seventeenth street, for Parcel No. 271 as 1007 South Seventeenth street, for Parcel No. 272 as 1010-1014 South Seventeenth street, for Parcel 273 as 1013-1015 South Seventeenth street and for Parcel 274 as 1019-1033 South Seventeenth street (the “Properties”).  The areas of said Properties are bounded as follows:

 

Parcel No. 268 (914-926 South Seventeenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirtieth Ward of the City of Philadelphia beginning at a point on the west side of south Seventeenth street (fifty feet wide) at the distance of seventeen feet northward from the north side of Carpenter street (fifty feet wide);  Thence extending westward on a line at right angles to said Seventeenth street sixty five feet eight and one-half inches to a point on the east side of a certain three feet wide alley extending southward into said Carpenter street;  Thence extending northward along the east side of said alley on a line at right angles to said Carpenter street thirty two feet to a point;  Thence extending westward crossing the head of said alley on a line at right angles to the said Seventeenth street three feet to a point;  Thence extending northward on a line at right angles to said Carpenter street thirty two feet to the head of a certain other three feet wide alley extending northward into Montrose street (forty feet wide);  Thence extending eastward on a line at right angles to said Seventeenth street three feet crossing the head of said other alley extending northward into said Montrose street;  Thence extending northward into along the east side of said other alley on a line parallel with said Seventeenth street forty eight feet eight and seven-eighths inches to a point;  Thence extending eastward along the south side of said Montrose street sixty five feet eight and one-half inches to a point on the west side of said Seventeenth street;  Thence extending southward along the west side of said Seventeenth street one hundred twelve feet eight and seven-eights inches to the first mentioned point and place of beginning.

 

Parcel No. 269 (1001-1003 Seventeenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirtieth Ward of the City of Philadelphia beginning on the southeast corner at the intersection of south Seventeenth street (fifty feet wide) and Carpenter street (fifty feet wide);  Containing in front or breadth on the east side of Seventeenth street thirty four feet and extending of that width in length or depth eastward between parallel lines at right angles to  said Seventeenth street sixty one feet to the west side of a certain four feet wide alley  extending northward into said Carpenter street.

 

Parcel No. 270 (1002-1006 South Seventeenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirtieth Ward of the City of Philadelphia beginning on the west side of south Seventeenth street (fifty feet wide) at the distance of eighteen feet south from the south side of Carpenter street (fifty feet wide);  Thence extending westward on a line at right angles to said Seventeenth street fifty eight feet to a point;  Thence extending southward on a line at right angles to said Carpenter street fifteen feet six inches to a point;  Thence extending westward on a line at right angles to said Seventeenth street fifteen feet to a point on the east side of a certain five feet wide alley;  Thence extending southward along the said east side of said alley on a line at right angles to said Carpenter street thirty five feet three inches to a point;  Thence extending eastward on a line at right angles to said Seventeenth street seventy three feet to a point on the west side of said Seventeenth street;  Thence extending northward along the said west side of said Seventeenth street to the first mentioned point and place of beginning.

 

Parcel No. 271 (1007 South Seventeenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirtieth Ward of the City of Philadelphia beginning on the east side of south Seventeenth street (fifty feet wide) at the distance of fifty feet southward from the south side of Carpenter street (fifty feet wide);  Containing in front or breadth on the said Seventeenth street sixteen feet and extending of that width in length or depth between parallel lines at right angles to the said Seventeenth street sixty one feet to the west side of a certain four feet wide alley extending northward into the said Carpenter street.

 

Parcel No. 272 (1010-1014 South Seventeenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirtieth Ward of the City of Philadelphia beginning on the west side of south Seventeenth street (fifty feet wide) at the distance of eighty four feet nine inches southward from the south side of Carpenter street (fifty feet wide);  Containing in front or breadth on the said Seventeenth street forty seven feet three inches and extending of that width in length or depth between parallel lines at right angles to the said Seventeenth street seventy three feet to the east side of a certain five feet wide alley extending northward into the said Carpenter street.

 

Parcel No. 273 (1013-1015 South Seventeenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirtieth Ward of the City of Philadelphia beginning on the east side of south Seventeenth street (fifty feet wide) at the distance of ninety eight feet southward from the south side of Carpenter street (fifty feet wide);  Containing in front or breadth on the said Seventeenth street thirty two feet and extending of that width in length or depth between parallel lines at right angles to the said Seventeenth  street sixty one feet to the west side of a certain four feet wide alley extending northward into the said Carpenter street.

 

Parcel No. 274 (1019-1033 South Seventeenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirtieth Ward of the City of Philadelphia beginning on the east side of south Seventeenth street (fifty feet wide) at the distance of one hundred forty six feet southward from the south side of Carpenter street (fifty feet wide);  Containing in front or breadth on the said Seventeenth street one hundred twenty eight feet and extending of that width in length or depth between parallel lines at right angles to the said Seventeenth street sixty one feet to a certain four feet wide alley extending northward into said Carpenter street.

 

                                          The said redevelopment contract is in substantial conformity with the amended urban renewal plan and the amended redevelopment proposal approved by the Council; and

 

                                          WHEREAS,  Universal Community Homes desires to enter into the said redevelopment contract for the Properties.

 

                     RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the redevelopment contract and disposition supplement submitted by the Redevelopment Authority for the redevelopment of that portion of South Central, as hereinabove more particularly described, is hereby approved.  City Council authorizes the Redevelopment Authority to proceed with minor changes in substantial conformity with the hereby approved redevelopment contract and disposition supplement.  The Redevelopment Authority is authorized to execute the hereby approved redevelopment contract with Universal Community Homes (hereinafter "Redeveloper").  The Redevelopment Authority and the Redeveloper are authorized to take such action in substantial conformity to the redevelopment contract as may be necessary to carry it out.

 

                     RESOLVED, The Redevelopment Authority and the Redeveloper are authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the redevelopment contract and disposition supplement hereby approved.  Accordingly, the Council hereby declares that it will ooperate in helping to carry out the redevelopment contract  and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the redevelopment contract and disposition supplement.
