If a client complains about 429 active x problems
1) Run update.exe off the server in the exe folder.
2) Run merge from server.
3) If that does not work have the client copy over Legistar with the Legistar.exe off the server.

If it STILL DOES NOT WORK.
The dlls are not registered/
Run registerdlls.bat depending on what the system root directory is for that machine. Usually it's system32 for XP machines.
\\Server-name\Legistar\Generic\Common\dlls
MUST BE LOGGED ON AS ADMINISTRATION.
Delete Client Data.
