§ 5-1400. Philadelphia Department of Prisons Community Oversight Board.
Council shall provide by ordinance the powers, mission, and duties of the Philadelphia Prisons Community Oversight Board and its relationship to the Philadelphia Office of Prison Oversight, the manner of selection or appointment of board members, board members’ terms and eligibility of service, and financial compensation, if any. Until such time as Council shall by ordinance provide, the Community Oversight Board shall be composed of nine members, four appointed by the Mayor and five appointed by the President of City Council.
§ 5-1401. Philadelphia Office of Prison Oversight
Council shall provide by ordinance the mission, powers, and duties of the Office of Prison Oversight and its relationship to the Philadelphia Office Prison Oversight. An amount equal to no less than 1/3 of one percent (.0333) of the Department of Prison’s total budget shall be appropriated to the Office of Prison Oversight, for the performance of its duties as Council shall, by ordinance, provide.
§ 3-916. Board of Trustees of Philadelphia Prisons (repealed)
The Board of Trustees of Philadelphia Prisons shall be composed of six appointed members and the Prisons Commissioner.
§ 5-1201. Board of Trustees of Philadelphia Prisons. (repealed)
The Board of Trustees of Philadelphia Prisons, after receiving public comment, shall from time to time adopt standards and guidelines relating to City correctional institutions, including standards and guidelines relating to the creation and maintenance of a secure and humane correctional environment; the rehabilitation and training of inmates; and the preparation of inmates for reentry into society. The Commissioner of Prisons and all other City officials shall consider the standards and guidelines adopted by the Board of Trustees of Philadelphia Prisons when taking or considering any official action relating to the City's correctional facilities. This paragraph shall not confer any rights upon any individual.
