Title

Honoring retiring Revenue Commissioner, and 4th District Resident, Frank Breslin, for his years of distinguished service to the City of Philadelphia.

 

Body

WHEREAS, Frank Breslin began his career by earning his Bachelor’s Degree in Business Administration from Temple University. Since receiving his degree, he has remained an active member of the American Institute of Certified Public Accountants as well as the Pennsylvania Institute of Certified Public Accountants; and

 

WHEREAS, Commissioner Breslin has held multiple leadership positions in the Revenue Department throughout his career. Specifically, he served as Compliance Operations Manager and Revenue Compliance Program Director where he worked to implement and utilize technological advances to reduce the tax gap and increase taxpayer compliance; and

 

WHEREAS, Prior to his appointment to head the Revenue Department by Mayor Kenney, Commissioner Breslin served as Deputy Revenue Commissioner for the Tax Bureau from 2009 to 2015. As Deputy Revenue Commissioner, Mr. Breslin was responsible for directing the Accounting Operations, Compliance Operations, and Taxpayer Services Division of the Department of Revenue; and

 

WHEREAS, In 2016, Mayor Kenney appointed Mr. Breslin to serve as Revenue Commissioner. While serving as the City’s top tax official, Commissioner Breslin launched a once in a generation technological improvement, the largest technological upgrade in Department history, replacing a 35-year-old system; and

 

WHEREAS, Throughout his tenure as Revenue Commissioner, Commissioner Breslin achieved several successes such as improving delinquent collections, expanding Real Estate Tax relief programs, and modernizing the internal systems of the Department for the City of Philadelphia; and

 

WHEREAS, On October 20, 2023, Commissioner Breslin will retire from the Department of Revenue. The Council of the City of Philadelphia congratulates Commissioner Breslin for his years of distinguished service to the citizens of Philadelphia, and wishes him well as he begins his well-deserved retirement; now, therefore, be it

 

RESOLVED, BY THE COUNCL OF THE CITY OF PHILADELPHIA, That it hereby honors retiring Revenue Commissioner, and 4th District Resident, Frank Breslin, for his years of distinguished service to the City of Philadelphia.

 

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Commissioner Frank Breslin as evidence of the sincere respect and appreciation of this legislative body.
