THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
 
SECTION 1. Title 12 of The Philadelphia Code is hereby amended to read as follows:
 
TITLE 12.  TRAFFIC CODE.
 
CHAPTER 12-100.  GENERAL PROVISIONS.

§ 12-102. Definitions.
 
      In this Title the following definitions apply:

      (2)  Block Party.  A neighborhood celebration or event, sponsored by the residents of a block, that requires the temporary closure of the street of such block, or a portion thereof.

§ 12-1133. Block Parties and Festivals.
 
      (a) Permit Requirement.  No block party or festival shall take place on any street without a written permit issued by the Department.
 
      (b) Residential Blocks.  No permit shall be issued for a block party or festival on a residential block unless the applicant submits a written application, accompanied by a petition of support signed by seventy-five (75) percent of the households located on the affected block.  If a block party or festival will block an intersecting “T” street, the applicant shall submit a separate application for each such street, and where the “T” street is a residential block, a petition of support signed by seventy-five (75) percent of the households located on such block shall be submitted with the application.
      For purposes of this Section, a residential block is a block where fifty (50)  percent or more of the first floor uses on the block are dwellings.
 
      (c) Regulations.  The Department is authorized to promulgate such regulations as are necessary or appropriate to implement the provisions of this Section.
 
 
SECTION 2.  This Ordinance shall take effect immediately.
