Recognizing Stephen “Scooter” Fulton Jr.’s outstanding achievements and contributions to the boxing community and his unwavering dedication to the City of Philadelphia. 

 

Body

WHEREAS, Stephen Fulton Jr. is a professional American boxer nicknamed “Cool Boy Steph,” who has held world championships in two different weight classes. He was born on July 17th, 1994, in North Philadelphia. Raised by a single mother, surrounded by street violence and lost childhood friends, he was inspired to take a different route in life. Fulton Jr. has made an impact on the boxing community, paving the way for future generations and shining a spotlight on the city of Philadelphia. Fulton Jr. is known for his aggressive fighting style and is considered one of the best young fighters in boxing, having a record of 23 wins and 1 loss; and

WHEREAS, Fulton Jr. has received numerous awards and recognition throughout his life for his role in the boxing community and his contributions to City of Philadelphia. He has held the World Boxing Council (WBC) featherweight title since February 2025 and the unified World Boxing Organization (WBO) and WBC super bantamweight titles from 2021 to 2023. Some of his recent fights include wins over boxers such as Brandon Figueroa and Danny Roman. Fulton Jr. was recognized on 5/7/2025 with the Honorary Sheriff badge, symbolizing recognition and respect to individuals who have made significant contributions to the community, from Philadelphia Sheriff Rochelle Bilal; and 

WHEREAS, Fulton Jr. has made numerous contributions to the City of Philadelphia, creating access to resources for people. He holds an annual food drive with the Morris Twins Foundation around the City of Philadelphia and an annual coat drive, where he gave away over 300 coats to various schools in Philadelphia. He holds an annual turkey drive with Little People’s Village and a yearly Christmas clothing drive for the Surge Recovery Center in West Philadelphia. He has donated scooters to young people in need and made various monetary donations to charities, showcasing his commitment to uplifting underserved communities; and 

WHEREAS, In the 2025 City of Philadelphia Juneteenth parade, Fulton Jr. was the Grand Marshall. Fulton Jr. has continuously given back to the City of Philadelphia, where he calls home. Recently, he has partnered with Little People’s Village and Iliopoulos Realty LLC in introducing a program with Citadel Credit Union to assist first-time homebuyers; and 

WHEREAS, Fulton Jr. will be moving up in weight division to fight for another world title in the Junior lightweight division on 10/25/2025 in Las Vegas. If he wins this fight, he will be a five-time three division world champion and would be considered for the First Ballot Hall of Famers, which would put him in the record books for boxing; and

 

WHEREAS, Fulton Jr. is an excellent man who, representing Philadelphia, has made history in the sport of boxing, and inspired thousands of people. He exemplifies the true meaning of compassion, kindness, and generosity through giving back to his community; now, therefore, be it

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby recognizes Stephen “Scooter” Fulton Jr.’s outstanding achievements and contributions to the boxing community and his unwavering dedication to the City of Philadelphia.

 

FURTHER RESOLVED That an Engrossed copy of this Resolution be presented to Stephen “Scooter” Fulton Jr., in recognition of this occasion, further evidencing the sincere admiration and respect of this legislative body.
