Title

Honoring and commending Frank L. Oliver for his thirty-three years of service as the State Representative for the 195th District.

Body

WHEREAS, Frank L. Oliver was born in Philadelphia, the son of James Oliver and Lessie Palmer Oliver; and, graduated from Dobbins High School; and

 

WHEREAS, Since 1970, Frank Oliver has served as the Democratic Ward Leader for the 29th Ward; and

 

WHEREAS, In a special election held on November 6, 1973, Frank Oliver was elected to the Pennsylvania House as the representative for the 195th Legislative District, where he has been elected to successive terms thereafter, and is presently in his thirty-third year of service; and

 

WHEREAS, During his tenure, Representative Oliver has served as Chair of the Pennsylvania Legislative Black Caucus, as a board member of the Pennsylvania Minority Business Development Authority, and Chair of the House State Government Committee; and, he presently serves as the Democratic Chair of the House Health and Human Services Committee; and

 

WHEREAS, Throughout his tenure in office, Representative Oliver has championed many legislative and public policy issues ranging from nuisance bars, school violence, prisoner's rights, indigent care, civil rights and election law reforms; and

 

WHEREAS, In an effort to bring supermarkets and healthier and more economical food choices to under-served, inner-city neighborhoods, Representative Oliver's leadership on this critical issue resulted in the establishment of the First Industries Program which provides $150 million in state financial incentives to encourage the development of supermarkets across the Commonwealth to meet these nutrition needs; now therefore

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and commend Frank L. Oliver for his thirty-three years of service as the State Representative for the 195th District.

 

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Representative Frank L. Oliver as an expression of the sincere sentiments of this body for his leadership, accomplishments and tireless dedication to the citizens of this City.
