Title

Proposing an amendment to the Philadelphia Home Rule Charter to provide for the creation of Creative Philadelphia and providing for the submission of the amendment to the electors of Philadelphia.

WHEREAS, Under Section 6 of the First Class City Home Rule Act (53 P.S. §13106), an amendment to the Philadelphia Home Rule Charter may be proposed by a resolution of the Council of the City of Philadelphia adopted with the concurrence of two-thirds of its elected members; now, therefore, be it

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the following amendment to the Philadelphia Home Rule Charter is hereby proposed and shall be submitted to the electors of the City on an election date designated by ordinance:

 

ARTICLE III

EXECUTIVE AND ADMINISTRATIVE BRANCH - ORGANIZATION

 

CHAPTER 1

OFFICERS, DEPARTMENTS, BOARDS, COMMISSIONS AND OTHER AGENCIES

 

§ 3-100. Executive and Administrative Officers, Departments, Boards, Commissions and Agencies Designated.

 

  The executive and administrative work of the City shall be performed by:

 

   (a)   The following elected or appointed officers:

§ 3-102. The Mayor's Cabinet.

 

   The Mayor's Cabinet shall consist of the Mayor, the Managing Director, the Director of Finance, the City Solicitor, the Chief Public Safety Director, the Director of Planning and Development, the Director of Commerce, the Director of Labor and Labor, the City Representative. Representative, and the Chief Cultural Officer.

The Mayor shall appoint the Chief Cultural Officer.

CHAPTER 6

COMPENSATION

 

§ 3-600. The Mayor and Other Officers.

 

  Until the Council shall otherwise ordain, annual salaries shall be payable in equal semi-monthly installments as follows:

CHAPTER 30
  CREATIVE PHILADELPHIA

§ 4-30000. Creation.

 

   Creative Philadelphia, a City office, is hereby created, headed by the Chief Cultural Officer.

 

§ 4-3001. Powers and Duties.

 

   Creative Philadelphia shall have the power and its duty shall be to perform the following functions:

 

(a)                     Develop policies and programs to promote the growth and development of the City’s arts, culture, and creative economy sector;

 

(b)                     Coordinate with City departments and other public agencies to foster integration of arts, culture, and the creative economy sector into the City’s operations, policies, and strategic goals;

 

(c)                     Oversee the City’s Public Art Program, the Mural Arts Program, and other City arts-related programs and initiatives; and

 

(d)                     Provide stewardship and support to regional efforts to promote access to, and investment in, the arts, arts education, and cultural opportunities.

CHAPTER 3

CIVIL SERVICE: GENERAL PROVISIONS AND EXEMPTIONS

 

§ 7-301. Exemptions.

 

   All officers and employees of the City, including all officers and employees of all departments, all independent boards and commissions and all departmental boards and commissions, shall be under civil service except:

   (g)   Such deputies and employees of Creative Philadelphia as required for arts-related expertise, not to exceed fifteen (15).

CHAPTER A-2

 

§ A-200. Schedule.

 

This Charter shall become effective on the first Monday of January, 1952, except in the following particulars:
