Title

Approving the redevelopment contract and disposition supplement of the Redevelopment Authority of the City of Philadelphia for the redevelopment and urban renewal of a portion of the Model Cities Urban Renewal Area, designated as Parcel Nos. 429, 430, 431, 432, 433, 434, 435, 436, 437, 438 & 439 also sometimes identified by house numbers and street addresses for Parcel 429 as 1601-1611 West Norris street, for Parcel No. 430 as 1604-1608 Page street, for Parcel No. 431 as 1624-1626 Page street, for Parcel No. 432 as 1601 Page street, for Parcel No. 433 as 1603-1605 Page street, for Parcel No. 434 as 2002 North Sixteenth street, for Parcel No. 435 as 2008-2012 North Sixteenth street, for Parcel No. 436 as 2014 North Sixteenth street, for Parcel No. 43|1013| as 2022-2026 North Sixteenth street, for Parcel No. 438 as 2029-2035 North Sixteenth street and for Parcel No. 439 as 2030-2036 North Sixteenth street; and authorizing the Redevelopment Authority to execute the redevelopment contract with Philadelphia Housing Development Corporation and to take such action as may be necessary to effectuate the redevelopment contract and disposition supplement.

Body

                     WHEREAS, The Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority"), has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the Model Cities Urban Renewal Area, (hereinafter "Model Cities"), for which said plan and proposal were approved by Ordinance of the Council on December 15, 1969, as amended; and

 

                     WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of Model Cities, designated as Parcel Nos. 429, 430, 431, 432, 433, 434, 435, 436, 437, 438 & 439 also sometimes identified by house numbers and street addresses for Parcel 429 as 1601-1611 West Norris street, for Parcel No. 430 as 1604-1608 Page street, for Parcel No. 431 as 1624-1626 Page street, for Parcel No. 432 as 1601 Page street, for Parcel No. 433 as 1603-1605 Page street, for Parcel No. 434 as 2002 North Sixteenth street, for Parcel No. 435 as 2008-2012 North Sixteenth street, for Parcel No. 436 as 2014 North Sixteenth street, for Parcel No. 437 as 2022-2026 North Sixteenth street, for Parcel No. 438 as 2029-2035 North Sixteenth street and for Parcel No. 439 as 2030-2036 North Sixteenth street (hereinafter the “Parcels”).  The areas of the Parcels are bounded as follows:

 

Parcel No. 429 (1601-1611 West Norris street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at a point on the north side of Norris street (fifty feet wide) at the distance of seventy one feet ten inches west from the west side of Sixteenth street (fifty feet wide);  Containing in front or breadth on the said Norris street one hundred eight feet and extending of that width in length or depth northward between parallel lines at right angles to the said Norris street sixty five feet to a point on the south side of a certain four feet wide alley that extends eastward communicating with a certain other four feet wide alley that extends northward into Page street (forty feet wide) and southward into the said Norris street (fifty feet wide).

 

Parcel No. 430 (1604-1608 Page street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at a point on the south side of Page street (forty feet wide) at the distance of one hundred one feet ten inches west from the west side of Sixteenth street (fifty feet wide);  Containing in front or breadth on the said Page street forty eight feet and extending of that width in length or depth southward between parallel lines at right angles to the said Page street fifty one feet to a point on the north side of a certain four feet wide alley that extends eastward communicating with a certain three feet wide alley that extends northward into the said Page street and southward into Norris street (fifty feet wide).

 

Parcel No. 431 (1624-1626 Page street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at a point on the south side of Page street (forty feet wide) at the distance of two hundred thirteen feet ten inches west from the west side of Sixteenth street (fifty feet wide);  Containing in front or breadth on the said Page street thirty two feet and extending of that width in length or depth southward between parallel lines at right angles to the said Page street fifty one feet to a point on the north side of a certain four feet wide alley that extends eastward communicating with a certain three feet wide alley that extends northward into the said Page street and southward into Norris street (fifty feet wide).

 

Parcel No. 432 (1601 Page street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at a point on the north side of Page street (forty feet wide) at the distance of sixty three feet ten inches west from the west side of Sixteenth street (fifty feet wide);  Containing in front or breadth on the said Page street twenty six feet and extending of that width in length or depth northward between parallel lines at right angles to the said Page street one hundred twenty feet to a point on the south side of Fontain street (forty feet wide).  The east line of the property extends along certain two feet six inches wide alley that extends northward into the said Fontain street and southward into the said Page street and the west line extends along a certain four feet wide alley also extending into the aforesaid Fontain street and Page street.

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at a point on the north side of Page street (forty feet wide) at the distance of ninety three feet ten inches west from the west side of Sixteenth street (fifty feet wide);  Containing in front or breadth on the said Page street thirty two feet and extending of that width in length or depth northward between parallel lines at right angles to the said Page street fifty eight feet to a point on the north side of a certain four feet wide alley that extends eastward communicating with a certain other four feet wide alley that extends southward into the said Page street and northward into Fontain street (forty feet wide).

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at a point on the westerly side of Sixteenth Street (fifty feet wide) at the distance of eighteen feet north from northerly side of Norris street (fifty feet wide);  Containing in front or breadth on the said Sixteenth street seventeen feet and extending of that width in length or depth westward between parallel lines at right angles to the said Sixteenth Street sixty eight feet ten inches to a point on the easterly side of a certain three feet wide alley that extends southward into the said Norris street and northward into Page street (forty feet wide).

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at the point of intersection of the westerly side of Sixteenth street (fifty feet wide) and the northerly side of Norris street (fifty feet wide);  Containing in front or breadth on the said Sixteenth street fifty one feet and extending of that width in length or depth westward between parallel lines at right angles to the said Sixteenth street sixty six feet ten inches to a point on the easterly side of a certain three feet wide alley that extends northward into Page street.

 

Parcel No. 436 (2014 North Sixteenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at the point of intersection of the westerly side of Sixteenth street (fifty feet wide) and the northerly side of Page street (forty feet wide);  Containing in front or breadth on the said Sixteenth street fifteen feet and extending of that width in length or depth westward between parallel lines at right angles to the said Sixteenth street sixty one feet four inches to a point on the easterly side of a certain two feet six inches wide alley that extends southward into the said Page street and northward into Fontain street (forty feet wide).

 

Parcel No. 437 (2022-2026 North Sixteenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at a point on the westerly side of Sixteenth street (fifty feet wide) at the distance fifteen feet south from the southerly side of Fontain street (forty feet wide);  Containing in front or breadth on the said Sixteenth street forty five feet and extending of that width in length or depth westward between parallel lines at right angles to the said Sixteenth street sixty one feet four inches to a point on the easterly side of a certain two feet six inches wide alley tat extends northward into the said Fontain street (forty feet wide) and southward into Page street (forty feet wide).

 

Parcel No. 438 (2029-2035 North Sixteenth street).

 

ALL THAT CERTAIN lot  or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at the point of intersection of the easterly side of Sixteenth street (fifty feet wide) and the northerly side of Fontain street (forty feet wide); Containing in front or breadth on the said Sixteenth street sixty five feet and extending of that width in length or depth eastward between parallel lines at right angles to the said Sixteenth street seventy three feet two and three-quarters inches to a point on the westerly side of a certain three  feet wide alley that extends southwardly into the said Fontain street.  The southerly line of property extends along the said side of Fontain street and the northerly line extends along the south side of a certain fifteen feet wide alley that extends westward into the said Sixteenth street.

 

Parcel No. 439 (2030-2036 North Sixteenth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-second Ward of the City of Philadelphia beginning at the point of intersection of the westerly side of Sixteenth street (fifty feet wide) and the northerly side of Fontain street (forty feet wide); Containing in front or breadth on the said Sixteenth street sixty eight feet and extending of that width in length or depth westward between parallel lines at right angles to the said Sixteenth street ninety feet to a point.  The southerly line of property extends along the said side of Fontain street and the northerly line extends along the south side of a certain five feet wide alley that extends eastward into the said Sixteenth street.

 

                     The said redevelopment contract is in substantial conformity with the amended urban renewal plan and the amended redevelopment proposal approved by the Council.

 

                     WHEREAS, Philadelphia Housing Development Corporation desires to enter into the said redevelopment contract for the Parcels; and

 

                     WHEREAS, The Redevelopment Authority has prepared a disposition supplement providing, inter alia, for development controls and regulations imposed upon the Parcels.

 

                     RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the redevelopment contract and disposition supplement submitted by the Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") for the redevelopment of that portion of Model Cities, as hereinabove more particularly described, is hereby approved.  City Council authorizes the Redevelopment Authority to proceed with minor changes in substantial conformity with the hereby approved redevelopment contract and disposition supplement.  The Redevelopment Authority is authorized to execute the hereby approved redevelopment contract with Philadelphia Housing Development Corporation (hereinafter "Redeveloper").  The Redevelopment Authority and the Redeveloper are authorized to take such action in substantial conformity to the redevelopment contract as may be necessary to carry it out.

 

                     RESOLVED, The Redevelopment Authority and the Redeveloper are authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the redevelopment contract and disposition supplement hereby approved.  Accordingly, the Council hereby declares that it will cooperate in helping to carry out the redevelopment contract and disposition supplement and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the redevelopment contract and disposition supplement.
