Body

                     WHEREAS, In accordance with the provisions of the Urban Redevelopment Law, being the Act of May 24, 1945, P.L. 991, as amended and supplemented (hereinafter the “Act”), the City Planning Commission of the City of Philadelphia (hereinafter "Commission") has on September 10, 1963, certified the Germantown Redevelopment Area as a redevelopment area (hereinafter “Germantown”); and

 

                     WHEREAS, The Commission has completed a detailed redevelopment area plan for Germantown dated July, 1967, as may have been amended from time to time, for the redevelopment of Germantown, making recommendations for land uses, standards of population densities, land coverage, zoning changes, street layout and street changes, and other details as therein set forth (hereinafter “Plan”); and

 

                     WHEREAS, The Redevelopment Authority of the City of Philadelphia (hereinafter “Redevelopment Authority”) has title to and has retained certain properties in Germantown, designated by street numbers and addresses as 5200 & 5202 Pulaski avenue and 57 West Logan street, for sale for residential purposes (hereinafter the “Properties”); and

 

WHEREAS, The Committee for Dignity and Fairness for the Homeless Housing Development, Inc. (hereinafter “Dignity”), desires to acquire the Properties for the purpose of providing long term rental housing opportunities for homeless families and individuals (hereinafter the “Project”); and

 

                     WHEREAS, The sale of the Properties to Dignity for the Project will forward a central objective of the Community Development Program and Activities of the City of Philadelphia with respect to the materialization of the City’s stated housing and other redevelopment and urban renewal goals and is in substantial conformity with the Plan for Germantown and with all applicable laws and regulations of the Commonwealth of Pennsylvania and the City of Philadelphia; and

 

                     WHEREAS, The Redevelopment Authority desires approval by the Council for the sale of the aforementioned Properties to Dignity in order to better effectuate its purposes under the Act.

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the sale, by the Redevelopment Authority of the City of Philadelphia, of the following three (3) properties to the Committee for Dignity and Fairness for the Homeless Housing Development, Inc. for long term rental housing opportunities for homeless families and individuals, is hereby approved and is in substantial conformity with the Redevelopment Area Plan for the Germantown Redevelopment Area.

RESOLVED, The Redevelopment Authority is authorized to take such action in substantial conformity to the hereby approved sale as may be necessary to carry it out.

 

RESOLVED, The Redevelopment Authority is authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the sale of the Properties hereby approved.  Accordingly, the Council hereby declares that it will cooperate in helping to carry out the sale and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with this resolution.

 

RESOLVED, The Council finds and declares that the sale of the Properties meets all of the conditions and requirements imposed by Title VI of the United States Civil Rights Act of 1964, the regulations and policies of the United States Department of Housing and Urban Development effectuating the Title, and Chapter 9-1100 of The Philadelphia Code, relating to non-discrimination and fair practices.
