Title

Approving the redevelopment contract and disposition supplement of the Redevelopment Authority of the City of Philadelphia for the redevelopment and urban renewal of a portion of the Model Cities Urban Renewal Area, designated as Parcel Nos. 127, 128 & 129 also sometimes identified by house numbers and street addresses for Parcel 127 as 608 West Wilt street including 1814 & 1818 North Sixth street; for Parcel 128 as 612_614 West Wilt street including 1813 & 1817 North Marshall street and for Parcel 129 as 1803_1805 North Marshall street including 1809 North Marshall street, 601_03, 611_15 & 619_623 West Montgomery avenue and 1802_1808 North Sixth street; and authorizing the Redevelopment Authority to execute the redevelopment contract with Women's Community Revitalization Project and to take such action as may be necessary to effectuate the redevelopment contract and disposition supplement; and rescinding Resolution No. 990504 adopted by the Council of the City of Philadelphia on June 17, 1999.

Body

                     WHEREAS, The Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the Model Cities Urban Renewal Area, (hereinafter "Model Cities"), which said plan and proposal were approved by Ordinance of the Council on December 15, 1969, as amended; and

 

                     WHEREAS, The Redevelopment Authority has prepared a disposition supplement providing, inter alia, for development controls and regulations imposed upon the Redeveloper; and

 

                     WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of the Model Cities Urban Renewal Area, designated as Parcel Nos. 127, 128 & 129 also sometimes identified by house numbers and street addresses for Parcel 127 as 608 West Wilt street including 1814 & 1818 North Sixth street; for Parcel 128 as 612_614 West Wilt street including 1813 & 1817 North Marshall street and for Parcel 129 as 1803_1805 North Marshall street including 1809 North Marshall street, 601_03, 611_15 & 619_623 West Montgomery avenue and 1802_1808 North Sixth street (hereinafter "Properties"). The areas of the Properties are bounded as follows:

 

Parcel No. 127 (608 Wilt street including 1814 & 1818 North Sixth street).  All that certain lots or pieces of ground located in the Twentieth Ward of the City of Philadelphia with the buildings and improvements thereon erected being bounded and described beginning at a point on the southwesterly corner of Sixth street and Wilt street; Thence extending westward along the southerly side of Wilt street seventy one feet eight inches to a point; Thence extending southward at right angles to Wilt street sixty two feet eight and three_eighths inches to a point on the southerly side of a two feet six inches wide alley; Thence extending eastward along the southerly side of said alley a distance of fifteen feet ten inches, more or less, to the easterly side of another two feet six inches wide alley which extends in a northward direction into Wilt street; Thence extending northward along the easterly side of the last mentioned alley a distance of fifteen feet seven inches, more or less, to a point; Thence extending eastward at right angles to said alley a distance of fifty five feet ten inches to a point on the westerly side of Sixth street; Thence extending northward along the westerly side of Sixth street fifteen feet seven inches to a point; Thence extending westward at right angles to Sixth street fifty five feet ten inches to the easterly side of the last mentioned two feet six inches wide alley; Thence extending northward along the easterly side of said alley fifteen feet seven inches to a point; Thence extending eastward at right angles to said alley fifty five feet ten inches to the westerly side of aforesaid North Sixth street; Thence extending northward along the westerly side of Sixth street fifteen feet eleven and three_eighths inches to the first mentioned point and place of beginning.

 

            Parcel No. 128 (612_614 West Wilt street including 1813 & 1817 North Marshall street). All that certain lots or pieces of ground located in the Twentieth Ward of the City of Philadelphia with the buildings and improvements thereon erected being bounded and described beginning at a point on the southerly side of Wilt street (thirty feet wide) at a distance of eighty four feet eight inches westward from the westerly side of North Sixth street (fifty feet wide); Thence extending southward at right angles to Wilt street sixty two feet eight and three_eighths inches to a point; Thence extending westward along a line at right angles to Marshall street (fifty feet wide) a distance of eighty six feet six inches to the easterly side of said Marshall street; Thence extending in a northward direction along the easterly side of Marshall street a distance of fifteen feet seven inches to a point; Thence extending eastward at right angles to Marshall street fifty seven feet eight inches to a point on the westerly side of a two feet six inches wide alley which extends northward into Wilt street; Thence extending northward along the westerly side of said alley fifteen feet seven inches to a point; Thence extending westward at right angles to said alley fifty seven feet eight inches to a point on the easterly side of Marshall street; Thence extending northward along the easterly side of Marshall street a distance of fifteen feet seven inches to a point; Thence extending eastward at right angles to Marshall street fifty seven feet eight inches to the westerly side of the aforementioned two feet six inches wide alley; Thence extending northward along the westerly side of said alley fifteen feet eleven and three_eighths inches to the southerly side of Wilt street; Thence extending eastward along the southerly side of Wilt street twenty eight feet ten inches to the first mentioned point and place of beginning.

 

             Parcel No. 129 (1803_1805 North Marshall street including 1809 North Marshall street; 601_03, 611_615 & 619-623 West Montgomery avenue and 1802_1808 North Sixth street).  All that certain lots or pieces of ground located in the Twentieth Ward of the City of Philadelphia with the buildings and improvements thereon erected being bounded and described beginning at the intersection of the westerly side of North Sixth street (fifty feet wide) and the northerly side of Montgomery avenue (fifty feet wide); Thence extending northward along the westerly side of Sixth street one hundred fifteen feet one inch to a point; Thence extending westward at right angles to Sixth street a distance of one hundred seventy one feet two inches, more or less, to a point on the easterly side of Marshall street (fifty feet wide); Thence extending southward along Marshall street fourteen feet to a point; Thence extending eastward at right angles to Marshall street a distance of eighty four feet six inches to the westerly side of a three feet wide alley; Thence extending southward along the westerly side of said alley fourteen feet to a point; Thence extending westward at right angles to Marshall street a distance of eighty four feet six inches to the easterly side of said Marshall street; Thence extending southward along the easterly side of Marshall street eighty three feet one_eighth inch to the northerly side of Montgomery avenue; Thence extending eastward along the northerly side of Montgomery avenue a distance of forty two feet to a point; Thence extending northward at right angles to Montgomery avenue fifty five feet eight and one_quarter inches to the southerly side of a certain two feet wide alley; Thence extending eastward along the southerly side of said alley fourteen feet to a point; Thence extending southward at right angles to said alley a distance of fifty four feet four and one_quarter inches to the northerly side of Montgomery avenue; Thence extending eastward along the northerly side of Montgomery avenue a distance of forty four feet to a point; Thence extending northward at right angles to Montgomery avenue fifty five feet four and seven_eighths inches, more or less, to a point on the southerly side of the aforementioned two feet wide alley; Thence extending eastward along the southerly side of the said alley a distance of forty two feet to a point; Thence extending southward at right angles to Montgomery avenue fifty six feet four and seven_eighths inches to the northerly side of Montgomery avenue; Thence extending eastward along the northerly side of Montgomery avenue a distance of twenty nine feet two and five_eighths inches to the first mentioned point and place of beginning.

 

The said redevelopment contract is in substantial conformity with the amended urban renewal plan and the amended redevelopment proposals approved by the Council; and

 

                     WHEREAS, Women's Community Revitalization Project (hereinafter "Redeveloper") desires to enter into the said redevelopment contract for the Properties.

 

                     RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the redevelopment contract and disposition supplement submitted by the Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") for the redevelopment of that portion of the Model Cities Urban Renewal Area, as hereinabove more particularly described, is hereby approved. City Council authorizes the Redevelopment Authority to proceed with minor changes in substantial conformity with the hereby approved redevelopment contract and disposition supplement. The Redevelopment Authority is authorized to execute the hereby approved redevelopment contract with Women's Community Revitalization Project (hereinafter "Redeveloper"). The Redevelopment Authority and the Redeveloper are authorized to take such action in substantial conformity to the redevelopment contract as may be necessary to carry it out.

 

                     RESOLVED, The Redevelopment Authority and the Redeveloper are authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the redevelopment contract and disposition supplement hereby approved.  Accordingly, the Council hereby declares that it will cooperate in helping to carry out the redevelopment contract and disposition supplement and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the redevelopment contract and disposition supplement.

 

                     FURTHER RESOLVED, That Resolution No. 990504 adopted by the Council of the City of Philadelphia on June 17, 1999 is hereby rescinded and shall be of no further force and effect.
