Honoring Linda E. Howard for her thirty-one years of outstanding service to the City of Philadelphia.

Body

WHEREAS, Linda Howard started her career with the City of Philadelphia in 1974 in the Managing Director’s office. She began as an Administrative Analyst where she performed duties such as management reviews on departmental operations and developed recommendations for improvement.  Linda’s ability to quickly and effectively analyze management issues led to her promotion through the ranks to the position of Assistant Director of the Management Analysis Unit; and

 

WHEREAS, In 1992, Ms. Howard was transferred to the Mayor’s Office of Management and Productivity where she worked on several high-profile projects.  As the Project Director for the citywide Professional Services Contract Management Reengineering Project, Ms. Howard led an aggressive effort to ensure that the City of Philadelphia utilized best-practice standards in implementing the groundbreaking Automated Contract Information System (ACIS).  As the Deputy Budget Director since 2000, Linda Howard has directed the capital budget program and policy, funding priorities and the review of eligibility criteria for capital program; and

 

WHEREAS, Linda Howard has served as a skilled professional who believes government should always be rethinking the way a job is performed.  Over time, she has successfully implemented fundamental changes to government procedures in a disciplined manner, always knowing that her overall goal is not to change processes, but to serve the citizens of Philadelphia in the best possibly way.  Her dedication and commitment have won her the praise of Mayors, City Council members, superiors and colleagues; and

 

WHEREAS, Linda Howard is retiring from the City of Philadelphia after thirty-one years of dedicated and committed service to the citizens of Philadelphia.  She has served with great integrity and distinction; now therefore

 

RESOLVED BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and commend Linda E. Howard for her outstanding service to the City of Philadelphia. 

 

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Linda E. Howard as evidence of the sincere sentiments of this legislative body.
