Title

Approving the redevelopment contract and disposition supplement of the Redevelopment Authority of the City of Philadelphia for the redevelopment and urban renewal of a portion of the Kingsessing Urban Renewal Area, designated as Parcel Nos. 13, 14, 15, 16, 17, 18, 19 & 20 also sometimes identified by respective house number and street address for Parcel No. 13 as 2062 South Alden street, for Parcel No. 14 as 2033 South Alden street, for Parcel No. 15 as 2055 South Alden street, for Parcel No. 16 as 2062-2063 South Alden street, for Parcel No. 17 as 2011 South Redfield street, for Parcel No. 18 as 2012-2014 South Redfield street, for Parcel No. 19 as 2018 South Redfield street and for Parcel No. 20 as 2056 South Redfield street; and authorizing the Redevelopment Authority to execute the redevelopment contract with The Board of City Trusts and to take such action as may be necessary to effectuate the redevelopment contract and disposition supplement.

Body

                     WHEREAS, The Redevelopment Authority of the City of Philadelphia as hereinafter "Redevelopment Authority", has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the Kingsessing Urban Renewal Area, as hereinafter "Kingsessing", for which said plan and proposal were approved by Ordinance of the Council on February 13, 2002; and

 

                     WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of Kingsessing, designated as Parcel Nos. 13, 14, 15, 16, 17, 18, 19 & 20 also sometimes identified by respective house number and street address for Parcel No. 13 as 2062 South Alden street, for Parcel No. 14 as 2033 South Alden street, for Parcel No. 15 as 2055 South Alden street, for Parcel No. 16 as 2062-2063 South Alden street, for Parcel No. 17 as 2011 South Redfield street, for Parcel No. 18 as 2012-2014 South Redfield street, for Parcel No. 19 as 2018 South Redfield street and for Parcel No. 20 as 2056 South Redfield street (hereinafter the “Properties”).  The areas of the Properties are bounded as follows:

 

Parcel No. 13 (2062 South Alden street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning at a point on the southwest side of Alden street (forty feet wide) at the distance of sixteen feet northwestward  from the northwest side of Greenway avenue (eighty feet wide);  Containing in front or breadth of said Alden street fifteen feet and extending of that width in length or depth between parallel lines at right angles to said Alden street fifty three feet to a certain two feet six inch wide alley which extends northwestwardly from the said Greenway avenue.

 

Parcel No. 14 (2033 South Alden street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning at a point on the northeasterly side of Alden street (forty feet wide) at the distance of two hundred forty one feet northwestwardly  from the northwest side of Greenway avenue (eighty feet wide);  Containing in front or breadth on the said Alden street fifteen feet and extending of that width in length or depth between parallel lines at right angles to the said Alden street fifty three feet to a point on the southerly side of a certain two feet six inch wide alley which extends northwestwardly from the said Greenway avenue.

 

Parcel No. 15 (2055 South Alden street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning at a point on the northeasterly side of Alden street (forty feet wide) at the distance of seventy six feet northwestwardly  from the northwest side of Greenway avenue (eighty feet wide);  Containing in front or breadth on the said Alden street fifteen feet and extending of that width in length or depth between parallel lines at right angles to the said Alden street fifty three feet to a point on the southerly side of a certain two feet six inch wide alley which extends northwestwardly from the said Greenway avenue.

 

Parcel No. 16 (2061-2063 South Alden street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning at a point on the northeasterly side of Alden street (forty feet wide) at the distance of sixteen feet northwestwardly  from the northwest side of Greenway avenue (eighty feet wide);  Containing in front or breadth on the said Alden street thirty feet and extending of that width in length or depth between parallel lines at right angles to the said Alden street fifty three feet to a point on the southerly side of a certain two feet six inch wide alley which extends northwestwardly from the said Greenway avenue.

 

Parcel No. 17 (2011 South Redfield street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning on the northeasterly side of Redfield street (forty feet wide) at the distance of eighty six feet eight inches southeastwardly from the southeasterly side of Kingsessing avenue (eighty feet wide);  Containing in front or breadth on the said Redfield street sixteen feet four inches and extending of that width in length or depth between parallel lines at right angles to said Redfield street sixty-six feet to the middle of a certain ten feet wide driveway which extends northwestwardly into the said Kingsessing avenue  and southeastwardly into Greenway avenue (eighty feet wide).

 

Parcel No. 18 (2012-2014 South Redfield street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning on the southwesterly side of Redfield street (forty feet wide) at the distance of one hundred three feet southeastwardly from the southeasterly side of Kingsessing avenue (eighty feet wide);  Containing in front or breadth on the said Redfield street thirty two feet eight inches and extending of that width in length or depth between parallel lines at right angles to said Redfield street sixty nine feet six inches to a point on the south side of a certain ten feet wide driveway which extends northwestwardly into the said Kingsessing avenue  and southeastwardly into Greenway avenue (eighty feet wide) with said point  being the north side of a certain three feet wide alley that also extends northwestwardly into the said Kingsessing avenue and southeastwardly into the said Greenway avenue.

 

Parcel No. 19 (2018 South Redfield street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning on the southwesterly side of Redfield street (forty feet wide) at the distance of one hundred fifty two feet southeastwardly from the southeasterly side of Kingsessing avenue (eighty feet wide);  Containing in front or breadth on the said Redfield street sixteen feet four inches and extending of that width in length or depth between parallel lines at right angles to said Redfield street sixty nine feet six inches to a point on the south side of a certain ten feet wide driveway which extends northwestwardly into the said Kingsessing avenue  and southeastwardly into Greenway avenue (eighty feet wide) with said point  being the north side of a certain three feet wide alley that also extends northwestwardly into the said Kingsessing avenue  and southeastwardly into the said Greenway avenue.

 

Parcel No. 20 (2056 South Redfield street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning on the southwesterly side of Redfield street (forty feet wide) at the distance of twenty one feet four inches northwestward from the northwesterly side of Greenway avenue (eighty feet wide);  Containing in front or breadth on the said Redfield street sixteen feet four inches and extending of that width in length or depth between parallel lines at right angles to said Redfield street sixty nine feet six inches to a point on the south side of a certain ten feet wide driveway which extends northwestwardly into  Kingsessing avenue (eighty feet wide) and southeastwardly into the said Greenway avenue with said point being the north side of a certain three feet wide alley that also extends northwestwardly into the said Kingsessing avenue  and southeastwardly into the said Greenway avenue.

 

                     The said redevelopment contract is in substantial conformity with the amended urban renewal plan and the amended redevelopment proposal approved by the Council.

 

                     WHEREAS, The Board of City Trusts desires to enter into the said redevelopment contract for the Properties; and

 

                     WHEREAS, The Redevelopment Authority has prepared a disposition supplement providing ,inter alia, for development controls and regulations imposed upon the Properties.

 

                     RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the redevelopment contract and disposition supplement submitted by the Redevelopment Authority ofthe City of Philadelphia (hereinafter "Redevelopment Authority") for the redevelopment of that portion of Kingsessing, as hereinabove more particularly described, is hereby approved.  City Council authorizes the Redevelopment Authority to proceed with minor changes in substantial conformity with the hereby approved redevelopment contract and disposition supplement.  The Redevelopment Authority is authorized to execute the hereby approved redevelopment contract with The Board of City Trusts (hereinafter "Redeveloper").  The Redevelopment Authority and the Redeveloper are authorized to take such action in substantial conformity to the redevelopment contract as may be necessary to carry it out.

 

                     RESOLVED, The Redevelopment Authority and the Redeveloper are authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the redevelopment contract and disposition supplement hereby approved.  Accordingly, the Council hereby declares that it will cooperate in helping to carry out the redevelopment contract and disposition supplement and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the redevelopment contract and disposition supplement.
