Title

Approving the redevelopment contract and disposition supplement of the Redevelopment Authority of the City of Philadelphia for the redevelopment and urban renewal of a portion of the Kingsessing Urban Renewal Area, designated as Parcel Nos. 18, 19, 20, 21 & 22 also sometimes identified by respective house numbers and street addresses for Parcel No. 18 as 5944 Greenway avenue, for Parcel No. 19 as 2024 South Salford street, for Parcel No. 20 as 2034 South Salford street, for Parcel No. 21 as 2052 S. Salford Street and for Parcel No. 22 as 2131 South Fifty-seventh street; and authorizing the Redevelopment Authority to execute the redevelopment contract with The Board of City Trusts and to take such action as may be necessary to effectuate the redevelopment contract and disposition supplement.

Body

                     WHEREAS, The Redevelopment Authority of the City of Philadelphia as (hereinafter "Redevelopment Authority") has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the Kingsessing Urban Renewal Area, as (hereinafter "Kingsessing") for which said plan and proposal were approved by Ordinance of the Council on February 13, 2002; and

                      WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of Kingsessing, designated as Parcel Nos. 18, 19, 20, 21 & 22 also sometimes identified by respective house numbers and street addresses for Parcel No. No. 18 as 5944 Greenway avenue, for Parcel No. 19 as 2024 South Salford street, for Parcel No. 20 as 2034 South Salford street, for Parcel No. 21 as 2052 South Salford street and for Parcel No. 22 as 2131 South Fifty-seventh street (hereinafter the “Properties”).  The areas of the Properties are bounded as follows:

Parcel No. 18 (5944 Greenway avenue).

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning at a point on the southeasterly side of Greenway avenue (eighty feet wide) at the distance of seventy four feet northeastwardly from the northeasterly side of Sixtieth street (sixty feet wide);  Containing in front or breadth on the said side of Greenway avenue sixteen feet two inches and extending of that width in length or depth southeastwardly between parallel lines at right angles to the said Greenway avenue one hundred sixty four feet six and seven-eighths inches to a point;  Being bounded on the southwest line of the property by a four feet wide alley that extends northwestwardly into the said Greenway avenue.

Parcel No. 19 (2024 South Salford street).

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning at a point on the southwesterly side of Salford street (forty feet wide) at the distance of one hundred eighty one feet southeastwardly from the southeast side of Kingsessing avenue (eighty feet wide);  Containing in front or breadth on the said side of Salford street fifteen feet and extending of that width in length or depth southwestwardly between parallel lines at right angles to the said Salford street eighty five feet to a point on the northeasterly side of a certain four feet wide alley that extends northwestwardly into the said Kingsessing avenue.

Parcel No. 20 (2034 South Salford street).

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning at a point on the southwesterly side of Salford street (forty feet wide) at the distance of two hundred fifty six feet southeastwardly from the southeast side of Kingsessing avenue (eighty feet wide);  Containing in front or breadth on the said side of Salford street fifteen feet and extending of that width in length or depth southwestwardly between parallel lines at right angles to the said Salford street seventy five feet eight inches to a point on the northeasterly side of a certain four feet wide alley that extends northwestwardly into the said Kingsessing avenue.

Parcel No. 21 (2052 South Salford street).

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning at a point on the southwesterly side of Salford street (forty feet wide) at the distance of ninety two feet eight inches northwest from the northwest side of Greenway avenue (eighty feet wide);  Thence extending southwest one hundred seven feet eight inches to a point on the west side of a certain three feet alley that extends southeast into the said Greenway avenue,  Thence extending northwest along said alley nineteen feet six inches to a point on the south side of another certain three feet wide alley;  Thence extending northwest partially along said alley and crossing the head of a certain four feet wide alley, twenty two feet eight inches to a point;  Thence extending southeast three feet nine and one-quarter inches to a point;  Thence extending northeast eighty five feet to a point on the said side of Salford street;  Thence extending southeast along the said side of Salford street fifteen feet eight inches to the first mentioned point and place of beginning.

Parcel No. 22 (2131 South Fifty-seventh street).

ALL THAT CERTAIN lot or piece of ground situated in the Fortieth Ward of the City of Philadelphia beginning at a point on the northeast side of Fifty-seventh street (forty feet wide) at the distance of two hundred twenty six feet southeastwardly from the southeast side of Greenway avenue (eighty feet wide);  Containing in front or breadth on the said side of Fifty-seventh street fifteen feet and extending of that width in length or depth northeastward between parallel lines at right angles to the said Fifty-seventh street seventy six feet to a certain two feet six inches wide alley feet wide alley leading northwestward into Greenway avenue.

                     The said redevelopment contract is in substantial conformity with the amended urban renewal plan and the amended redevelopment proposal approved by the Council.

                     WHEREAS, The Board of City Trusts desires to enter into the said redevelopment contract for the Properties; and

                     WHEREAS, The Redevelopment Authority has prepared a disposition supplement providing, inter alia, for development controls and regulations imposed upon the Properties.

                     RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the redevelopment contract and disposition supplement submitted by the Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") for the redevelopment of that portion of Kingsessing, as hereinabov more particularly described, is hereby approved.  City Council authorizes the Redevelopment Authority to proceed with minor changes in substantial conformity with the hereby approved redevelopment contract and disposition supplement.  The Redevelopment Authority is authorized to execute the hereby approved redevelopment contract with The Board of City Trusts (hereinafter "Redeveloper").  The Redevelopment Authority and the Redeveloper are authorized to take such action in substantial conformity to the redevelopment contract as may be necessary to carry it out.

                     RESOLVED, The Redevelopment Authority and the Redeveloper are authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the redevelopment contract and disposition supplement hereby approved.  Accordingly, the Council hereby declares that it will cooperate in helping to carry out the redevelopment contract and disposition supplement and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the redevelopment contract and disposition supplement.
