Title

Approving the disposition and sale by the Redevelopment Authority of the City of Philadelphia of a portion of the West Philadelphia Redevelopment Area, identified by house number and street address as 6103 Ellsworth street; and authorizing the Redevelopment Authority to execute a deed conveying the property to Vivian B. Jenkins and to take such action as may be necessary to effectuate the provisions of this Resolution; all under certain terms and conditions.

 

Body

                     WHEREAS, In accordance with the provisions of the Urban Redevelopment Law, being the Act of May 24, 1945, P.L. 991, as amended and supplemented, the City Planning Commission of the City of Philadelphia (hereinafter "Commission") has on August 20, 1963, certified the West Philadelphia Redevelopment Area as a redevelopment area and has completed a detailed redevelopment area plan for the West Philadelphia Redevelopment Area dated March 16, 1962, as amended (hereinafter “West Philadelphia”); and

 

WHEREAS, The Redevelopment Authority has prepared a deed for the conveyance of a portion of West Philadelphia, identified by house number and street address as 6103 Ellsworth street (hereinafter “Property”).  The area of said Property is bounded as follows:

 

6103 Ellsworth street.

 

ALL THAT CERTAIN lot or piece of ground with the buildings and improvements thereon erected; Situate on the north side of Ellsworth street at the distance of thirty feet westward from the west side of Sixty-first street in the Third (formerly part of the Forty-sixth) Ward of the City of Philadelphia; Containing in front or breadth on the said Ellsworth street twenty five feet and extending of that width in length or depth northward between parallel lines at right angles to the said Ellsworth street one hundred ten feet including on the rear thereof the soil of a certain fifteen feet wide driveway which extends from Sixty-first street to Sixty-second street.

 

WHEREAS, The Property was originally acquired and rehabilitated by the Redevelopment Authority and managed by Dignity Housing (“Dignity”) for the purpose of providing long term housing opportunities for homeless individuals; and

 

WHEREAS, Dignity has advised the City of Philadelphia and the Redevelopment Authority that it can no longer manage all of the existing properties in its portfolio, made a business determination to concentrate its activities in a certain area of the City and determined that it would no longer manager the Property; and

 

WHEREAS, Vivian B. Jenkins has been displaced from her home as a result of a Declaration of Taking filed by the Redevelopment Authority and desires to acquire the Property as her replacement property; and

 

                     WHEREAS, The said disposition would be in substantial conformity with the West Philadelphia Redevelopment Area Plan.

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the disposition of the Property by the Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") to Vivian B. Jenkins in its “as is” condition is hereby approved.

 

                     RESOLVED, The Redevelopment Authority is authorized to take such action in substantial conformity to this Resolution as may be necessary to carry it out.
