Recognizing, Honoring, and Celebrating Walter Higgins On His Over 35 Years Of Dedicated Service To The Laborers’ Local 57.

WHEREAS, Walter Higgins, a 1975 graduate of Monsignor Bonner High School in Drexel Hill, is the loving husband to his wife Adele, proud father to his son Tom, and even prouder grandfather to his three beautiful grandchildren; and
WHEREAS, Walter Higgins studied Labor-Management Relations and Construction Management at Delaware County Community College. He later studied at Kutztown University, and the George Meany Center for Labor Relations at the National Labor College in Silver Springs, Maryland; and
WHEREAS, As a Construction Craft Laborer, Walter has been a Traffic Control Coordinator and Foreman for projects such as the Vine Street Expressway Reconstruction (1986-1990) and the I-95 Center City Access Job (CCA-I95) in 1990-1991, where he coordinated logistics with the City of Philadelphia, the Workforce, and Penn Dot on many fast pace projects; and
WHEREAS, Walter has an extensive experience with the first project called “Eye on 95” where cameras and ramp metering were introduced by Penn Dot. Ten years of his work in the field was on projects on the Walt Whitman Bridge, Benjamin Franklin Bridge, and extensive subway work on the Patco High Speed Line in Philadelphia; and
WHEREAS, In his time at Laborer’s Local 57 Walter served as a Foreman, Shop Steward, Business Agent, and Trustee. Today he is the Business Manager of Laborers’ Local 57 and serves as the Vice President of the Laborers District Council of Philadelphia and vicinity; and
WHEREAS, Walter sits on the Board of Directors of the Allied Trades Assistance Programs, is a Trustee on the Laborers District Council Pension, and Health and Welfare Benefit Funds. Walter is also a Trustee on Laborers’ Local Industrial Pension Fund; and
WHERAS, Walter Higgins is well respected by his superiors and colleagues, and his presence at the Laborers’ Local 57 in Philadelphia will be sorely missed. His spirit and enthusiasm has been a permanent and positive influence, and he is held in high esteem by all. Walter has made a positive impact on many people and the community has been enriched by his knowledge and enhanced by his wisdom; and
WHEREAS, We in this Council, join in wishing Walter Higgins well in any future endeavors and hope his retirement is filled with happiness, good health, and the joys of family and friends; now, therefore, be it
RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Recognizes, honors, and celebrates the over 35 years of outstanding service that Walter Higgins has dedicated to the Laborers’ Local 57.
FUTHER RESOLVED, That an Engrossed copy of this resolution be presented to Walter Higgins as evidence of the sincere respect and admiration of this legislative body.
