The Council of the City of Philadelphia is pleased to honor and recognize The Honorable Stephen Kinsey for his exceptional service and leadership as a member of the Pennsylvania House of Representatives from 2013 to 2024. Elected to represent the 201st Legislative District, Stephen Kinsey proudly served for six terms, demonstrating unwavering dedication to his constituents and community; and

 

 

Body

WHEREAS, A resident of northwest Philadelphia and a proud product of the Philadelphia public school system, Stephen Kinsey holds a Bachelor of Science degree from West Chester University and a Master’s in Business Administration from Eastern University. His commitment to education and public service is deeply rooted in his own experiences and education; and

 

WHEREAS, As a distinguished leader within the Democratic Caucus, Stephen Kinsey served as Chairman of the Pennsylvania Legislative Black Caucus and was a founding Co-Chairman of the House Bipartisan Caucus. In 2023, he was appointed Majority Chairman of the PA House Human Services Committee, overseeing crucial services related to the Medicaid system and the state’s most vulnerable populations; and

 

WHEREAS, Stephen Kinsey's dedication to equitable education funding is notable, driven by his personal understanding of education’s power to unlock opportunities. He worked tirelessly to ensure that all schools received fair funding, regardless of geographic location or zip code. His advocacy extended to early childhood education, where he hosted rallies at the State Capitol to support funding for children and workers in the childcare industry; and

 

WHEREAS, In addition to his legislative achievements, Stephen Kinsey was appointed by former Governor Tom Wolf as a Trustee at West Chester University and selected by House Democratic Leadership for the PA Minority Business Development Authority Board. He is also the Co-founder of the Northwest Action Alliance, a grassroots community organization, and serves as the Vice-President of Government Advocacy and Director of Community Engagement at CareRing Health; and

 

WHEREAS, Stephen Kinsey is the proud father of Shawnessa, Lanessa (deceased), Wynessa, and Myla. He remains actively involved with local schools and community organizations throughout northwest Philadelphia and is an active member of Kappa Alpha Psi Fraternity Inc., which provides leadership training and mentoring to youth across Pennsylvania; now, therefore, be it

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, Extends its deepest appreciation to The Honorable Stephen Kinsey for his remarkable contributions to public service and community leadership. His legacy of advocacy, dedication, and service continues to inspire and benefit the residents of Philadelphia and beyond.

 

FURTHER RESOLVED, That an Engrossed copy of this Resolution be presented to The Honorable Stephen Kinsey as an expression of the admiration and respect of this legislative body.
