Title

Adding a new Chapter 21-3500 of The Philadelphia Code, entitled “Public Utility Meters,” to prohibit provision of a second utility meter by a public utility at a residential property without evidence of a valid housing rental license for the property, under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

SECTION 1.   Title 21 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 21-3500. PUBLIC UTILITY METERING

 

§ 21-3500.   Provision of More Than One Utility Meter at a Residential Property.

 

                     No company or public entity engaged in the business of providing a public utility shall install more than one meter for such utility or establish more than one service account at a residential property with three or fewer dwelling units without receiving evidence of the existence of a valid housing rental license for each unit in effect for such property.

SECTION 2.   This ordinance shall be effective immediately.
