Title
Authorizing the Philadelphia Municipal Authority, incorporated pursuant to the Municipality Authorities Act (the "Act"), 53 Pa. C. S. Ch. 56, to enter into agreements for programs, evaluations, facility alterations or upgrades designed to reduce energy, water, wastewater or other consumption or operating costs at specified City properties, all under certain terms and conditions.
Body
WHEREAS, By Ordinance approved December 23, 1975 (1975 Ordinances, p. 1572), City Council authorized the organization of the Equipment Leasing Authority of Philadelphia pursuant to the provisions of the Act; and
WHEREAS, By Ordinance effective March 24, 1983 (1983 Ordinances, p. 513), the name of the Equipment Leasing Authority of Philadelphia was changed to "The Philadelphia Municipal Authority" ("Authority"), and the powers of the Authority were expanded to include the acquisition, holding, construction, improvement, maintenance, operation, ownership and leasing of facilities for the collection, removal or disposal of ashes, garbage, rubbish and other refuse materials by incineration, landfill or other methods, steam heating plants and distribution systems, and incinerator plants; and
WHEREAS, By Ordinance approved July 9, 1984 (1984 Ordinances, p. 768), the powers of the Authority were expanded to include the acquisition, holding, construction, improvement, maintenance, ownership and leasing of facilities and equipment for the conduct of judicial proceedings and/or facilities and equipment for the incarceration, detention, correction and rehabilitation of prisoners; and
WHEREAS, By Ordinance approved March 25, 1988 (1988 Ordinances, p. 58), and August 3, 1989 (1989 Ordinances, p. 1317), the powers of the Authority were expanded to include the acquisition, holding, construction, improvement, maintenance, operation, ownership and leasing (either as lessor or lessee) of certain buildings to be devoted wholly or partially for public uses; and
