THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
 
      SECTION 1.  Section 10-723.2 of The Philadelphia Code is hereby amended to read as follows:
 
ยง10-723.2.  Prohibited Conduct.

(2)      No Distributor, Distribution Business or other person shall:

      (d)      Place or permit any commercial or non-commercial handbill to be placed on private properties where the owner has notified the Department of Licenses and Inspections that they do not wish to receive such material [or] and which are conspicuously posted against receiving such handbills.  For purposes of this provision, conspicuous shall mean visible from the sidewalk.
