THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. The Director of Finance is hereby authorized and directed to make the following transfers in appropriations within the General Fund for the Fiscal Year 2002:

SECTION 14. General Provisions

(19) Three million dollars ($3,000,000) of the appropriation contained Section 2.46 of this Ordinance shall be made available to the School District solely for the purpose of reducing or eliminating the cost of transportation tokens for public and private school students residing in the City. In the event that an agreement between the City and the School District for the use of this appropriation consistent with this subsection is not submitted to the Clerk of the Council by June 30, 2001, or in the event that the City Solicitor or any court of competent jurisdiction declares this subsection to be invalid for any reason, three million dollars ($3,000,000) of the appropriation provided in Section 2.46 of this Ordinance shall immediately be deemed to have been transferred to the appropriation to City Council for purchase of services contained in Section 2.1 of this Ordinance. It is the express intention of this Council that this subsection shall not be deemed severable from the appropriation contained in Section 2.46.
