Title
Amending Title 13 of The Philadelphia Code, entitled "Water and Sewer," by adding a new Chapter 13-700, entitled "Conversion of Private Water, Sewer and Stormwater Lines to Public Ownership," to establish reporting, maintenance, improvement and repair requirements with respect to water, sewer, and stormwater infrastructure converted to public ownership, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Title 13 of The Philadelphia Code is amended to read as follows:
TITLE 13. WATER AND SEWER
CHAPTER 13-700. [RESERVED] CONVERSION OF WATER, SEWER AND STORMWATER LINES TO PUBLIC OWNERSHIP
? 13-701. Reporting.
(1) Within 60 days of conversion of any water, sewer or stormwater line from private to City ownership, the Water Department shall issue findings for such lines on: (a) the condition of all connections to the City's Water and Sewage System, as defined in Section 13-801; (b) the scope of work needed to ensure compliance with Sections 13-500 (Provisions Governing the Use of Water) and 13-600 (Provisions Governing the Use of Sewers); and (c) the estimated cost and start date of the work. The Department shall post its findings and notice of the conversion on its publicly available website.
(2) The Water Department shall mail to the owners of property abutting a water, sewer or stormwater line subject to reporting pursuant to this Section: (a) a copy of the report addressing the applicable lines servicing their property; and (b) information outlining the property owner's responsibility to connect and maintain the owner's private laterals to the City's Water and Sewage System.

(1) The Water Department shall be responsible for all maintenance, improvements, and repairs necessary to ensure the proper operation of water, sewer and stormwater lines converted from private to City ownership, including the cost thereof,...
