Title
Amending Title 14 of The Philadelphia Code, entitled "Zoning And Planning," by regulating the placement and location of utility meters in historic districts and on historic buildings and making technical changes, all under certain terms and conditions.
Body
WHEREAS, Among the salutary purposes of the Historic Preservation Ordinance is the preservation and protection of historic districts and historic buildings to promote the architectural, cultural, historical, educational and economic values of the City; and
WHEREAS, When appurtenances, such as utility meters, are placed in a publicly visible location on the exterior of historic buildings and buildings in historic districts, they detract from the architectural, cultural, historical, educational and economic integrity of those buildings and districts; and
WHEREAS, Council desires to continue to ensure the preservation and protection of the City's valuable historic resources by regulating the placement of new utility meters in historic districts and on historic buildings; now, therefore
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Title 14 of The Philadelphia Code is hereby amended to read as follows:

(5) Design Standards for Historic Districts and Historic Buildings.
(a) For historic districts and historic buildings, new utility meters shall be placed and located within the interior of buildings; however, when public safety requires, new utility meters may be placed on the exterior of buildings, provided the meters are not visible from any street frontage.
