WHEREAS, Sergeant Stephen Liczbinski was appointed to the Philadelphia Police Department on December 2, 1996; and
WHEREAS, On November 9, 2007, Sergeant Liczbinski was assigned to the 24th Police District where he served as Patrol Sergeant; and
WHEREAS, On May 3, 2008 while responding to a bank robbery call, Sergeant Liczbinski encountered three suspects on East Schiller Street and stopped their car. As he exited his patrol car, a suspect opened fire with an SKS rifle, striking him several times; and
WHEREAS, Several citizens who witnessed the incident rushed to assist the officer, wrapping his wounds in an effort to stop the bleeding. Another officer and a citizen carried him into a patrol car and he was transported to a local hospital, where he died from his wounds; and
WHEREAS, One of the suspects was killed by the police while in pursuit and the other two suspects who fled were apprehended, charged with murder, and presently await trial; and
WHEREAS, Sergeant Liczbinski died at the age of 39 having served in the Philadelphia Police Department for 11 years; and
WHEREAS, Sergeant Liczbinski resided at 7419 Claridge Street; and
WHEREAS, Sergeant Liczbinski is survived by his wife, Michelle, and his three children Matthew, Steven and Amber; and
WHEREAS, In recognition of the dedicated service by Police Officer Charles Cassidy and to further memorialize the sacrifice he made by serving and protecting the citizens of Philadelphia; now therefore
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we honor the life and service of this dedicated public servant by also naming the 7400 block of Claridge Street and the streets at the intersection of Almond and...
