WHEREAS, The West Powelton Steppers and Drum Squad was founded in 1991 by the late Mrs. Elsie Wise to provide a safe and creative outlet for youth in the West Powelton community; and
WHEREAS, Through her leadership, Mrs. Wise instilled values of discipline, teamwork, and self-respect in generations of young people, building a lasting foundation of community pride; and
WHEREAS, The organization continues today under the direction of her grandson, Mr. Antoine Mapp, carrying forward her vision and expanding its impact across the community; and
WHEREAS, For over three decades, the West Powelton Steppers have provided structured programming, mentorship, and positive engagement for youth, serving as a violence prevention and community-building force; and
WHEREAS, The Steppers have earned the nickname of “The Hardest Working Drumline” because they perform in over 700 per year; and
WHEREAS, The group has achieved local, state, and national recognition, including performances across the country and serving as the official drumline for the Philadelphia 76ers, Philadelphia Phillies, Philadelphia International Airport, and the Philadelphia Sheriff’s Office; and
WHEREAS, The West Powelton Steppers continue to serve as a source of pride, resilience, and opportunity within the West Powelton community; and
WHEREAS, Also naming the 4100 Block of Powelton Avenue as “West Powelton Steppers Way” would provide a lasting tribute to their legacy and ensure their impact remains visible in the community they have long served; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the 4100 Block of Powelton Avenue also be named “West Powelton Steppers Way” in honor of their legacy, service, and enduring impact on the West Powelton community.
