Authorizing the Director of Commerce, on behalf of The City of Philadelphia, to file an application and, if the application is accepted, to execute a contract to obtain a grant from the Commonwealth of Pennsylvania, Department of Conservation and Natural Resources, to create a recreational trail along the eastern shore of the Schuylkill River, extending south from the South Street Bridge.

WHEREAS, The Environmental Stewardship and Watershed Protection Act of Dec. 15, 1999, P.L. 949, No. 68, ยง 1, authorizes the Commonwealth of Pennsylvania, Department of Conservation and Natural Resources, to make grants to municipalities for the purpose of planning, educating, acquiring, developing, rehabilitating and repairing greenways, recreational trails, open space, natural areas, river corridors, community parks, recreation facilities, beautification projects and other conservation purposes; and
WHEREAS, It has been found and determined by this body that there exists a need for planning and developing greenways and recreational trails, particularly along river corridors in The City of Philadelphia; and
WHEREAS, The City of Philadelphia has prepared an application for a grant from the Commonwealth of Pennsylvania, Department of Conservation and Natural Resources for financial assistance as part of a project to create a greenway and recreational trail on 12 contiguous properties lying between a railroad right of way and the eastern shore of the Schuylkill River, extending south from the South Street Bridge; and
WHEREAS, The City of Philadelphia, through its Commerce Department, will comply with all laws and regulations dealing with the grant request for a greenway and recreational trail; now therefore
