WHEREAS, The Philadelphia Redevelopment Authority (hereinafter "Redevelopment Authority") has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the Central Tioga Urban Renewal Area (hereinafter "Central Tioga"), which said plan and proposal were approved by Ordinance of the Council on October 18, 1972, as amended; and

WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of Central Tioga, identified by house number and street address as 1621-1631 West Venango street (the "Property"). The area of the Property is bounded as follows:

1621-1631 W. Venango street.

ALL THAT CERTAIN lot or piece of ground situate in the Thirteenth Ward of the City of Philadelphia beginning at a point formed by the intersection of the southeasterly side of Seventeenth street (fifty feet wide) and the northeasterly side of Venango street (fifty feet wide); Thence extending from said point of beginning north eleven degrees, twenty-one minutes east along the said southeasterly side of Seventeenth street and partially crossing the bed of a three feet wide alley which extends southeastwardly to the northwesterly side of Smedley street (fifty feet wide) the distance of sixty-five feet six inches to a point; Thence extending south seventy-eight degrees, thirty-nine minutes east along the centerline of the said three feet wide alley the distance of one hundred seventy feet four inches to a point on the said northwesterly side of the said Smedley street...
