TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:
I am hereby returning unsigned Bill Number 260239, introduced by Councilmember Jamie Gauthier, and passed by City Council on June 11, 2026. Bill Number 260239 would change the zoning for the property at 5900 Baltimore Avenue where Motivation High School and KIPP West Philadelphia Preparatory Charter School are located, from RSA-5, Residential Single-Family Attached to SP-CIV, Special Purpose – Civic, Educational, and Medical. This limits the potential future use of this property.
I question the prudence and potential long-term unintended consequences for rezoning properties owned by the Philadelphia schools in this manner.
For these reasons, I am returning Bill Number 260239 unsigned.
