Title
Authorizing City officials to file articles of incorporation to establish a non-profit corporation, the Philadelphia Office of Consumer Affairs (“POCA”), for the purpose of consumer advocacy and legal representation in the City of Philadelphia, and for other related purposes, all under certain terms and conditions.
Body
WHEREAS, The City of Philadelphia recognizes that the high cost of automobile insurance significantly affects the health, safety and quality of life of all Philadelphians.
 
WHEREAS, The City recognizes that there is no existing agency or department that represents the interests of the Philadelphia consumer; and
 
WHEREAS, The City recognizes that all Philadelphians would benefit from consumer advocacy and legal representation in areas relating to consumer advocacy in the City of Philadelphia; and
 
WHEREAS, The City recognizes that the contributions that will be made to the City by an consumer and legal advocacy organization make it appropriate for the City to provide funds for support; now therefore
 
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
 
SECTION 1.  The Mayor and the President of City Council are hereby authorized, as incorporators, to file with the Secretary of the Commonwealth of Pennsylvania Articles of Incorporation for the Philadelphia Office Consumer Affairs (“POCA”).
 
SECTION 2.  City Council shall transfer monies from the General Fund to the Philadelphia Office Consumer Affairs.
 
SECTION 3.  The Chief Clerk of City Council shall keep all Exhibits to this Ordinance on file and make them available to the public for inspection and copying during regular office hours.
