Authorizing the Committee on Law & Government to hold hearings regarding the Philadelphia2035 Comprehensive Plan.

WHEREAS, Pursuant to its Charter obligation to “prepare and adopt, from time to time modify, and have custody of a comprehensive plan of the City showing its present and planned physical development,” since 2011, the City Planning Commission (‘PCPC’) has engaged in the creation of the latest comprehensive plan for the City, known as Philadelphia2035; and
WHEREAS, Philadelphia2035 contemplates the projects, policies, and related changes that might be implemented by the City today to ensure its livability and vitality over the next two decades; and
WHEREAS, In June 2011, PCPC adopted the Philadelphia2035: Citywide Vision, which offered 315 recommendations that helped guide Philadelphia2035, focusing principally on economic strength, health & wellbeing, and environmental security; and
WHEREAS, Of the 18 planning districts, PCPC has adopted plans for 13 of them and is working on another triad, while the final three will be created in 2017; and
WHEREAS, Each plan is the product of an unprecedented collaborative, time-intensive process, shepherded by a steering committee comprised of community leaders, City agencies, elected officials, and other stakeholders, and solicitous of public input; and
WHEREAS, Reviewing considerations of diversity and land management, open space and historic preservation, transportation and industry, the plans include funding opportunities and zoning recommendations; and
WHEREAS, Together the changes encompassed by Philadelphia2035 provide a critical look at our City, past, present, and future, and is worthy of explication and contemplation as it draws to a close; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That council does hereby authorize the Committee on Law & Government to hold hearings regarding the Philadelphia2035 Comprehensive Plan.
