Title
Amending Section 21-501 of The Philadelphia Code entitled Special Rights, Privileges and Franchises, by increasing the fee related to special ordinances and requiring that such fee be paid prior to introduction of such ordinance, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHIILADELPHIA HEREBY ORDAINS:
SECTION 1. Section 21-501 of The Philadelphia Code, entitled Special Rights, Privileges and Franchises, is hereby amended to read as follows:
§ 21-501. Special Rights, Privileges and Franchises
(1) [Whenever the Council grants to any person any right, privilege or franchise, or otherwise enacts special ordinance at the request of any person, the right, privilege or franchise granted shall not be exercised until that person has paid 200 dollars to the City Treasurer for the costs of the special ordinance and has complied with all the requirements or conditions of the special ordinance.] The fee for preparation, at the request of any private person, of an ordinance granting a special right, privilege or franchise, shall be three hundred dollars ($300). No right, privilege or franchise granted to any person shall be exercised until the person has complied with all the requirements or conditions of the special ordinance.
