Declaring White Cane Month.

The Council of the City of Philadelphia is pleased and proud to join the Lion's Club in declaring the month of October 2005, as White Cane Month in the City of Philadelphia.
 
WHEREAS, The White Cane has been adopted as a signaling device to alert drivers and pedestrians to exercise care, thereby avoiding harm to blind pedestrians; and
 
WHEREAS, A dangerously high percentage of drivers and pedestrians are unfamiliar with the significance of the White Cane, upon which many blind citizens must rely for their safety; and
 
WHEREAS, The City Council of Philadelphia calls upon all drivers and pedestrians alike, to become alert to the presence of the White Cane and react with caution, care and sensitivity; now therefore
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby join the Lion's Club in declaring October 2005, as White Cane Month in the City of Philadelphia.    
 
FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to the Lion's Club, as evidence of the sincere sentiments of this legislative body.
