Authorizing the Council Committee on Public Health and Human Services to hold hearings regarding the impact of the proposed FY 2012-2013 state budget on the public health and human services programs provided in Philadelphia.
Body
WHEREAS, On Tuesday, February 7th, Governor Corbett presented to the Pennsylvania General Assembly the proposed FY 2012-2013 state budget which allocated $27.138 billion for the general fund of the Commonwealth; and
 
WHEREAS, The proposed FY 2012-2013 state budget contains significant reductions in state programs and these cuts will have a real impact on Philadelphia; and
 
WHEREAS, For human services, a new development block grant was created and Philadelphia is proposed to receive $175.15 million of the $673.67 million to be allocated statewide and this new block grant is based on portions of historical budget categories including the Human Services Development Fund, Homeless Assistance, Mental Health Services, MA-Outpatient, Behavioral Health Services, Intellectual Disabilities - Community Base Program, and County Child Welfare; and
 
WHEREAS, Under this new Human Services Development Block Grant, Philadelphia is proposed to receive a 20% reduction from the FY 2011-2012 state budget and this cut represents a loss of $42 million in human services program funds for Philadelphia; now, therefore, be it
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Council Committee on Public Health and Human Services hold hearings regarding the impact of the proposed FY 2012-2013 state budget cuts on the public health and human services programs provided in Philadelphia.
 
FURTHER RESOLVED, It is important to analyze the impact of the proposed state budget cuts on the City's public health and human services programs so that this analysis can be used in the development of the City's FY 2013 operating budget.
