Title: The Council of the City of Philadelphia is pleased and proud to join with the family, many friends and colleagues of David B. Glancey, Esquire in honoring his exemplary service as Chairman of the City of Philadelphia Board of Revision of Taxes, and in celebrating his twenty-four years of outstanding service to the citizens of the City of Philadelphia.

WHEREAS, David B. Glancey, Esquire began his career with the City of Philadelphia as Vice Chairman of the Board of Revision of Taxes on March 10, 1983. On January 1, 1989, he was elevated to Chairman of the Board, a position in which he served until his retirement in March, 2007; and

WHEREAS, David B. Glancey was born in Philadelphia on November 22, 1944. He obtained a Bachelor of Arts Degree from St. Joseph's College in 1966, where he served on the Literary Magazine and Dramatic Society. Graduating on the Dean's List, he also won the Philosophy Award upon his graduation. He earned his law degree from Villanova University School of Law in May, 1975. At Villanova, he was active in the Clinical Program and the Delaware County Defenders Association. Mr. Glancey went on to serve with distinction in a number of positions, including Assistant Project Director of the Release on Own Recognizance Program in the Philadelphia Court of Common Pleas, on the staff of then-Congressman William J. Green, as Counsel to the Committee on Local Government of the Senate of Pennsylvania, and as an associate at the prestigious law firm of Dilworth, Paxson, Kalish & Kauffman. Additionally, Mr. Glancey served as Chairman of the Democratic Executive Committee of Philadelphia County from 1980 until 1983; and

WHEREAS, As Chairman of the City of Philadelphia Board of Revision of Taxes, David B. Glancey, Esquire headed an agency responsible for the real property assessment and appeals function for approximately 565,000 properties within the city.
