WHEREAS, Austin J. McGreal, Esq. has devoted over forty years of distinguished legal service to the City of Philadelphia as General Counsel of the Philadelphia Municipal Authority; and

WHEREAS, Throughout his tenure at the Philadelphia Municipal Authority, Mr. McGreal provided exceptional legal counsel and expertise, assisting the City of Philadelphia in the financing and execution of numerous major capital projects critical to the City's infrastructure and public safety; and

WHEREAS, Such projects include, but are not limited to, the Criminal Justice Center; Curran-Fromhold Correctional Facility; Philadelphia Gas Works Headquarters Project; Municipal Services Rehabilitation Project; Juvenile Justice Center; Guaranteed Energy Savings (Quadplex) Project; Public Safety Services Campus; Tax-Exempt Lease Purchase Financing; and

WHEREAS, Mr. McGreal also played a key role in financing and supporting vital initiatives for the Philadelphia Water Department, including the Automatic Meter Reading Project, Biosolids Project, and Biogas Project; and

WHEREAS, His legal leadership further supported the Streets Department through projects such as the Recycling Program and the BigBelly Project, enhancing sustainability and efficiency across the City; and

WHEREAS, Mr. McGreal oversaw and negotiated numerous Lease and Sublease Agreements between the Philadelphia Municipal Authority and the City of Philadelphia, ensuring fiscal responsibility and operational continuity; and

WHEREAS, During the COVID-19 pandemic, Mr. McGreal continued to demonstrate unwavering dedication and professionalism by ensuring that the Philadelphia Municipal Authority met all of its obligations to the City of Philadelphia in a timely and effective manner, despite unprecedented c...
