Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to acquire fee title or a lesser interest in real estate, located on East Roosevelt Boulevard in the vicinity of Langdon Street, known as Friends Campus, for the development, occupancy and operation of a health center and enter into related agreements, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. The Commissioner of Public Property, on behalf of the City of Philadelphia, is hereby authorized to enter into an Intergovernmental Cooperation Agreement with the Philadelphia Authority for Industrial Development ("PAID") for PAID to acquire fee title or a lesser interest in real estate, including condominium units, located on East Roosevelt Boulevard in the vicinity of Langdon Street, known as Friends Campus and generally shown on Exhibit A to develop a Health Center thereon and to transfer such Health Center premises to the Philadelphia Municipal Authority ("PMA").
SECTION 2. The Commissioner of Public Property, on behalf of the City of Philadelphia, is hereby authorized to enter into a long-term lease with PMA for the City, its sublessees and others to occupy and operate the Health Center premises.
SECTION 3. The Commissioner of Public Property, on behalf of the City of Philadelphia, is hereby authorized to enter into such other agreements, leases, subleases and other instruments and documents with PAID, PMA and others as necessary and appropriate to effectuate this ordinance.
SECTION 4. The City Solicitor is hereby authorized to review, to negotiate and to approve the various agreements, leases, subleases and all other instruments and documents necessary and appropriate to effectuate this Ordinance, which agreements, leases, subleases, instruments and documents shall contain such terms and conditions as the City Solicitor shall deem necessary, desirable, and proper to protect the interests of the City o...
