Title
Amending Resolution No. 120001, which provides Rules for the Government of the Council of the City of Philadelphia, by revising the definition of "privileged resolutions" to include resolutions authorizing one or more committees of Council to hold hearings, so that such resolutions will be considered on the day of introduction following public comment; by requiring the circulation of certain resolutions to members of Council prior to the Council session at which they are introduced; and by making other conforming amendments.

THAT Resolution No. 120001, which provides Rules for the Government of the Council of the City of Philadelphia, be amended as follows:

1. Amend Paragraph VI, as follows:

5. All resolutions shall be printed for the use of the members and the public. Resolutions are either "privileged" or "non-privileged." Privileged resolutions shall consist only of resolutions authorizing one or more committees of Council to hold hearings, and resolutions of commendation, congratulations and condolence. After a privileged resolution has been introduced, it shall be placed on the final passage calendar for action on the day of introduction.
After a non-privileged resolution has been introduced, the resolution shall be placed on the final passage calendar for the next session of Council or referred by the President to an appropriate committee. If this rule is waived so as to permit consideration of a non-privileged resolution on the day of its introduction, then the resolution shall be placed on the final passage calendar for consideration later in the meeting.
