Authorizing Council's Committee on Licenses and Inspections to hold public hearings to investigate compliance with Chapter 19-3000 of The Philadelphia Code, which requires every City office, department, board and commission that issues any permit, license or other document for which a fee is charged in accordance with a City ordinance to file an annual report with Council with respect to such fees.
Body
WHEREAS, Chapter 19-3000 of The Philadelphia Code, added by Bill No. 59 (approved July 12, 1993), requires every City agency that issues any permit, license or other document for which a fee is charged in accordance with a City ordinance to file an annual report with Council setting forth for the preceding fiscal year, and projecting for the current fiscal year: (a) the number of such permits, licenses or other documents issued; (b) the estimated costs incurred in issuing such documents; and (c) the estimated costs incurred in inspection and other enforcement activities directly attributable to the issuance of such documents. The annual report must also contain any other information the City agency believes to be relevant to the setting of an appropriate fee for the issuance of such permit, license or other document, and a recommendation as to whether the current fee should be revised, and if so, a recommended new fee; and

WHEREAS, Notwithstanding the provisions of Chapter 19-3000, no City office, department, board or commission has ever filed the annual report required by Chapter 19-3000; and

WHEREAS, Compliance with Chapter 19-3000 will enable Council to determine whether fee levels set by ordinance appropriately reflect the actual costs incurred by the City; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Committee on Licenses and Inspections is hereby authorized to hold public hearings to investigate compliance with Chapter 19-3000 of The Philadelphia Code, which requires every City office, department, board ...
