Commending Officer Coleen Donnelly for Her Heroic Actions and Quick Thinking in a Moment of Crisis.

WHEREAS, On the night of November 21, 2024, a hit-and-run incident occurred at Market and Juniper Streets near City Hall, where a suspected DUI driver struck two pedestrians, causing serious injuries; and
WHEREAS, Officer Coleen Donnelly was stationed at City Hall and acted with exceptional bravery and professionalism during the aftermath of the crash, becoming the first and only officer on the scene for twenty minutes; and
WHEREAS, Officer Donnelly maintained her composure and acted swiftly to provide life-saving aid, including the makeshift creation of a tourniquet for one of the victims, all while keeping the area secure and safe; and
WHEREAS, Her quick thinking and calm demeanor exemplify the critical role of law enforcement in ensuring public safety, making split-second decisions that resulted in saving a life; and
WHEREAS, Officer Donnelly’s actions on the night of November 21, 2024, reflect her dedication not only to law enforcement but to the Philadelphia community, which she has served for 20 years; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That Officer Coleen Donnelly be honored for her exemplary public service and dedication to the safety of the City of Philadelphia.
FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Officer Coleen Donnelly as evidence of the sincere admiration and respect of this legislative body.
