THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1.      Bill Number 030562 returned by the Mayor and reconsidered by this Council on December 18, 2003, is hereby repealed in its entirety.

SECTION 2.      This Ordinance shall take effect immediately.
