Title
Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to The Philadelphia Home Rule Charter to permit City elected officials to become candidates for nomination or election to public office without first resigning from their City office, under certain terms and conditions; fixing the date of a special election for such purpose; prescribing the form of ballot question to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. There shall be submitted for the approval or disapproval of the qualified electors of the City of Philadelphia at the election to be held May 20, 2014, an amendment to The Philadelphia Home Rule Charter relating to City elected officials becoming candidates for public office. The proposed amendment is contained in Resolution No. 130715-A, approved by Council on January 30, 2014, and filed in the Office of the Clerk of Council.
SECTION 2. There shall be placed on the ballot the following question to be answered "Yes" or "No" by the qualified electors participating in the election:
Shall The Philadelphia Home Rule Charter be amended so that effective January 1, 2016, an elected official of the City may become a candidate for nomination or election to a different public office without first resigning from his or her current office, the same as state and federal elected officials, but may not run for re-election to his or her current office in the same election?
SECTION 3. The Clerk of Council is hereby directed to have printed in pamphlet form, in sufficient number for general distribution, the proposed amendment to The Philadelphia Home Rule Charter as set forth in Resolution No. 130715, together with the ballot question set forth in Section 2 of this Ordinance.
