Authorizing and directing the changing of the name of Diamond street, from Twenty-eighth street to Thirtieth street, to Vernon Marks Way, to commemorate the life and works of Vernon Marks, all under certain terms and conditions.

      WHEREAS, Vernon Marks was the first African American bail bondsman in the City of Philadelphia; and
 
      WHEREAS, Vernon Marks was one of the founders of the Strawberry Mansion Citizens' Participation Council; and
 
      WHEREAS, Vernon Marks was the long-time chairman of the Vacant Property Review Committee; and
 
      WHEREAS, Vernon Marks was the City Council's Community Development unit; and
 
      WHEREAS, Vernon Marks was the active leader and organizer in Philadelphia's Civil Rights struggle; and
 
      WHEREAS, Vernon Marks was known as the "Mayor of North Philadelphia"; now therefore
 
      THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
 
      SECTION 1.      Pursuant to Section1 1-304 of The Philadelphia Code, the Board of Surveyors of the Department of Streets is hereby authorized and directed to change the name of that portion of Diamond Street, west of Twenty-eighth street and east of Thirtieth street to Vernon Marks Way.
 
      SECTION 2.      All or any part of any ordinance contrary to or inconsistent with this Ordinance is hereby repealed.
 
      SECTION 3.      This Ordinance shall be effective immediately.
