Amending Chapter 10-700 of the Philadelphia Code, entitled “Refuse and Littering,” to require locking dumpsters; all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

 

SECTION 1.  Title 10 of The Philadelphia Code is hereby amended to read as follows:

 

TITLE 10. REGULATION OF INDIVIDUAL CONDUCT

§ 10-722.   Use of Dumpsters.

(.2) Licensees shall keep dumpster lids tightly secured except when in use, or when the dumpster must be open to accommodate a trash chute, and shall keep the area around the dumpster clean and free of any refuse, non-grindable garbage, spillage or overflow.

 

(.a) In the case of metal dumpsters with a capacity of two or four cubic yards that are automated for pick-up by specialized garbage trucks, the dumpsters shall be secured by means of a lock. The Department of Streets is authorized to issue regulations with respect to this Subsection, including but not limited to regulations providing for a pilot program or phased roll-out, as appropriate.

SECTION 2. This Ordinance will take effect immediately.
