Amending Section 14-312 of The Philadelphia Code entitled, "Commercial District Rules and Exceptions for All Districts," by adding the area of Lancaster Avenue, both sides, between Sixty-Third Street and Girard Avenue.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Section 14-312 of The Philadelphia Code is hereby amended to read as follows:

§14-312. Commercial District Rules and Exceptions for All Districts.

The following shall apply to all Commercial Districts:

(1) Parking for Dance Halls, Night Clubs or Restaurants. The following parking requirements shall apply notwithstanding any other parking requirements in the Commercial Districts to land located within the area set forth below:

(a) Location. These regulations shall apply to all dance halls, night clubs or restaurants located in the following area:

(.2) Within the area bounded by the Schuylkill River, the Wissahickon Creek, the SEPTA Norristown Railroad, the properties fronting on Gay street and Baker street and Leverington street extended to the Schuylkill River [.];

(.3) On both sides of Lancaster Avenue between Sixty-Third Street and Girard Avenue.

(d) Location of Parking. All required parking shall be provided as follows:

(.2) For land located within the area as described in §14-312(1)(a)(.2) and §14-312(1)(a)(.3) above all required parking shall be located either on the same lot as the dance hall, night club or restaurant or on an abutting lot; provided that required parking may be located on a non-abutting lot (where public parking is permitted use) within 1,000 feet of the dance hall, night club or restaurant provided a Zoning Board of Adjustment Special Use Permit is obtained; further provided that required parking that is to be located on a lot other than the same lot as the dance hall, night club or restaurant or on an abutting lot shall also be located within the geographic boundaries set...
