Authorizing Council's Committee on Public Health and Human Services to hold public hearings to examine the record of Public Health Management Corporation regarding the participation levels of minorities and women in its subcontracts for the provision of services to the City and to explore measures that can be taken to achieve more representative participation.
Body
WHEREAS, Public Health Management Corporation (PHMC) is a nonprofit public health institute that provides services itself or manages other entities providing services in many areas, including behavioral health, chronic disease management and prevention, anti-violence and parenting support; and

WHEREAS, PHMC contracts with departments and offices of the City, such as the Department of Public Health, the Department of Human Services, the Office of Behavioral Health and Mental Retardation Services, the Office of Housing and Community Development, the Office of Supportive Housing, and the Free Library of Philadelphia for the provision of numerous services within the City; and

WHEREAS, Often, PHMC subcontracts with separate entities to provide these services; and

WHEREAS, In 2008, the City awarded a contract to PHMC to replace Safe and Sound as the fiscal intermediary responsible for entering into agreements with other nonprofit organizations to run programs within the City to reduce youth violence; and

WHEREAS, Contracts between City departments and offices and PHMC amounted to millions of dollars in fiscal year 2009; and

WHEREAS, There have been complaints that there is a dearth of representation of minorities and women among the entities with which PHMC has subcontracted for the provision of services to the City; and

WHEREAS, Council wishes to ensure that qualified minority and female run organizations are adequately represented in providing services to the City through contracts with PHMC; now therefore,
