WHEREAS, On April 8, 2026, a parking garage under construction on the 3000 block of Grays Ferry Avenue in the City partially collapsed, tragically killing three members of Ironworkers Union Local 401 and injuring two others; and

WHEREAS, First responders, including firefighters of Squad 47, arrived promptly on the scene and undertook an immediate rescue operation, extracting three workers, one of whom succumbed to their injuries; and

WHEREAS, Two additional workers remained trapped in the structure, requiring a carefully coordinated response that included a controlled demolition to ensure the safety of rescue personnel and facilitate recovery efforts; and

WHEREAS, Throughout the response and recovery operation, members of the Philadelphia Fire Department, Philadelphia Police Department, Office of Emergency Management, Managing Directors Office, Medial Examiner's Office, License & Inspections, Water Department, Streets Department, Sanitation, PECO, and Philadelphia Gas Works remained on site, working to manage the emergency, support affected residents and businesses, and ensure the families of the victims received timely and accurate information; and

WHEREAS, On April 13, the two remaining workers were located and respectfully recovered by members of the Fire Department's Special Operations Command; and

WHEREAS, The City of Philadelphia, and this legislative body recognize and commend the
professionalism, dedication and compassion demonstrated by all personnel involved during this tragic incident; now, therefore, be it
